AGENDA ITEM 2019/62 Apologies for Absence Council to receive apologies for absence. LGA 1972 s85(1). 2019/63 Declarations of Interest and Dispensations to Participate a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members. b) To receive any dispensation requests received by the Parish Clerk and not previously considered. 2019/64 Minutes of Council Meetings a) To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on Tuesday 19th November 2019 (copy attached). b) To confirm and sign as a correct record the minutes of the meetings held on 16th April and 21st May 2019 (copies attached, amended as reviewed December 2019). 2019/65 Wiltshire Council Report Following a motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett. Motion to re-convene. 2019/66 Highways/Environment To receive reports from Councillors on matters of concern and to decide what action, if any, to take. a) To receive and consider information from Trowbridge Town Council regarding the purchase of a Speed Indicator Device and consider the PC’s response (copy attached). b) To receive and note the previously circulated report from Mrs Barbara Johnson regarding the Operational Flood Working Group meeting. 2019/67 Planning Applications To consider the below listed applications: None at time of agenda issue. To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained). 2019/68 Planning Decisions, Appeals, Enforcement and other matters To note the below listed decisions of the LPA: Application Number: 19/10046/FUL Site Location: 4 Lewis Court Southwick BA14 9AD Proposal: Proposed two storey and single storey extensions to provide a larger kitchen/family room, boot room with alterations at first floor. 2019/70 Governance Documents a) To consider the review of the Standing Orders and Financial Regulations following the consideration of the currently adopted documents (copies attached). b) To appoint three members to the Staffing Committee, as agreed at the November Council meeting (minutes refer). 2019/71 Community Governance Review To receive a report from Cllr Eaton following a meeting held at Wiltshire Council on 11th December 2019. 2019/72 Project Plan To receive an update on the below items (having previously been identified as priority work for completion over the next three months by the Parish Clerk): a) Review of Governance Documents – agenda item December b) Review of policies and procedures including Risk Assessments – Scheduled Jan c) Review of accounts and establishment of accounting system – Complete d) Identification of earmarked funds within PC accounts – Commenced e) Review of filing and archiving – Commenced – documents in VH need review f) Review of electronic files and filing - Completed g) Website provision – Commenced Members are asked to note/consider the following: Earmarked Funds – an audit of the PC’s accounts will be carried out prior to the January meeting in order to identify expenditure for each fund since 2016. This will be reported, in full, at the January meeting via means of a spreadsheet identifying all expenditure. Website – the cost of purchasing a .gov website/email address has been established at £125 + vat per 2 years, with costs then reducing to £75 + vat per 2 years thereafter. 2019/73 Correspondence To receive any additional items of correspondence: WALC re: Buckingham Palace Garden Party (copy attached) 2019/74 Neighbourhood Plan To receive a report from Cllr J Eaton 2019/75 Councillor reports To raise any matters not appearing elsewhere on the agenda – for information only. 2019/76 Date of next meeting To note the date of the next meeting as Tuesday 21st January 2020.
