Public Participation The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.
AGENDA ITEM 2021/110 Apologies for Absence Council to receive apologies for absence. LGA 1972 s85(1). 2021/111 Declarations of Interest and Dispensations to Participate a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members. To receive any dispensation requests received by the Parish Clerk and not previously considered.21/112 Minutes of Council Meeting To confirm and sign as a correct record the minutes of a Planning meeting of the Parish Council held on 18th January 2022 (copy attached).2021/113 Wiltshire Council Report To receive a report from Cllr Prickett. 2021/114 Highways/Environment a) Highways and Traffic: a. To consider traffic and road safety issues on minor roads in the parish including Lamberts Marsh and Wesley Lane and the associated issue of parking issues relating to the school run at Southwick Primary School. b. To consider the replacement of the bus shelter on Frome Road (January minutes refer). b) Rights of Way – to note the previously circulated response from Wiltshire Council addressing RoW issues raised by the PC and decide further actions required. c) Parish Environment: a. To consider the condition of the pavement at Frome Road and decide action to be taken. b. To consider the condition of the piece of waste land between Hollis Way and Frome Road (Selwood Housing – January minutes refer). c. To note the recruitment of volunteers to assist with a parish litter pick and consider arrangements to be made, including the provision of the appropriate equipment. d. To note the minutes of the Operational Flood Working Group meeting held in November 2021 and decide any further actions to be taken by the PC (copy attached). d) Land between Hollis Way and Frome Road – to consider the condition of the piece of land, its ownership and work which could be undertaken to improve it – Cllr Porter to report. 2021/115 Planning Applications, Decisions and Consultations None at time of issue. To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained). 2021/116 Planning Issues (Chair to report) a) To note the erection of fencing at 2 Frome Road and the potential encroachment of such onto the public verge and to consider requesting an inspection by Wiltshire Council Highways to ascertain if an infringement has taken place. b) To consider the potential donation of c4 acres of land in Southwick to the PC in return for the building of 4 new homes on land north of Frome Road (A361). 2021/117 Finance a) To receive and note the Bank Reconciliation and Financial Position Statement as at January 2022 (attached). b) To receive an update on the previously approved grant to Busy Bees (Clerk to report). c) To approve the below listed payment:
2021/118 Platinum Jubilee Event Planning To note the outcomes of the informal zoom meeting held on Thursday 10th February 2022 and approve any resulting recommendations.
2021/119 Village News To receive an introduction to the new editor for the Village News magazine (Beth Murtie). 2021/120 Correspondence To note any items of correspondence: None at time of issue. 2021/121 Date of next meeting Tuesday 15th March 2022 at 7.30 pm in the Village Hall.
