2020/98 Apologies for Absence Council to receive apologies for absence. LGA 1972 s85(1). 2020/99 Declarations of Interest and Dispensations to Participate a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members. b) To receive any dispensation requests received by the Parish Clerk and not previously considered. 2020/100 Minutes of Council Meetings To confirm and sign as a correct record the minutes of the meeting of the Parish Council held on 19th January 2021 (copy attached). 2020/101 Wiltshire Council Report Following a motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett. Motion to re-convene. 2020/102 Highways/Environment a) To receive reports from Councillors on matters of concern and to decide what action, if any, to take. b) Highways and Traffic – to receive and consider a report from Cllr Clayton (report attached). c) Rights of Way – to receive an update on the report submitted to Wiltshire Council following the November meeting. d) CPRE Best Kept Village Competition 2021 – to consider whether the PC wishes to enter the competition (information attached). e) Dog Warden – to approve a request for the dog warden to visit the parish – Cllr Eaton to report. 2020/103 Planning Applications, Decisions and Consultations 20/10073/FUL - Greenacres, 3 Hoopers Pool, Southwick, BA14 9NG - Proposed stationing of static caravan for residential accommodation 21/01142/FUL - 4 Lamberts Marsh, Southwick, Trowbridge, Wilts - Single storey extension 20/00379/OUT - Land South of Trowbridge, Southwick, Trowbridge, Wilts - Outline planning permission with all matters reserved except access for the erection of up to 180 residential dwellings (Use Class C3); site servicing; laying out of open space and associated planting; creation of new roads, accesses and paths; installation of services; and drainage infrastructure To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained). Planning Decisions – none received at time of issue. Consultations a) Wiltshire Council Local Plan Consultation – to consider the PC’s response to the consultation (information attached). b) Wiltshire Council Gypsy and Travellers Plan Consultation – to consider the PC’s response to the consultation (information attached). 2020/104 Finance a) To receive and note the Bank Reconciliation and Financial Position Statement as at 31st January 2021 (attached). b) To receive and consider a report from the Parish Clerk regarding the PC’s banking arrangements (January minutes refer and report attached). c) To consider a grant request from the Southwick Baptist Church (attached). d) To approve the below listed payments:
2020/105 Village Caretaker and Clean Up Day To consider the recruitment and appointment of a Village Caretaker (January minutes refer) and arrangements for a potential Village Clean up Day. 2020/106 Neighbourhood Plan Steering Group To receive a report and update on the Regulation 16 submission and process from Cllr Eaton. 2020/107 Councillor reports To raise any matters not appearing elsewhere on the agenda – for information only. 2020/108 Correspondence a) Megan Keast re: donation towards trip to Switzerland – Cllr Noble to report. b) Mr Dunn re: Speeding on the A371 Southwick to Hoopers Pool (previously circulated). 2020/109 Date of next meeting Tuesday 16th March 2021 at 7.30 pm (virtual meeting via Zoom).
