Public Participation

The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

2023/91                Declarations of Interest and Dispensations to Participate

a)         To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b)       To receive any dispensation requests received by the Parish Clerk and not previously considered.

 

2023/92             Minutes of Council Meetings

 To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 21st November 2023 (copy attached).

 

2023/93             Wiltshire Council Report 

To receive a report from Cllr Prickett.

2023/94                Highways/Environment

To receive any updates or reports on matters relating to:

a)   Parish Environment including:

a.       Dog bins to note installation has taken place, Chair to report

b.       Flooding – to discuss flooding and the provision of sandbags

b)  Highways including:

a.       Chantry Gardens lay by – to receive report on the recent community consultation – Cllr Carey to report

b.       Brokerswood corner – to consider a request to LHFIG for road signs – Cllr Carey to report

2023/98                Memorial for Local Resident

To consider a possible Memorial for Mr Roy Butt (November minutes refer)

 

2023/99                Social Club NYE Event

To consider a New Year’s Event – Cllr Curry to report

 

2023/100              Village Hall

To note that a request has been received from the Valuation Office for rent, ownership and lease details for the Village Hall (sent to the PC by the Village Hall Committee) and to confirm the response to be submitted.  Deadline for response 12th February 2024. Clerk and Chair to report.

 

2023/101              Neighbourhood Plan Review

To receive any update reports from the Chair including a report on land ownership at Blind Lane and approval of a change to the SG’s terms of reference to align agenda setting processes with those of the parish council (3 days’ notice; revised ToR attached).

 

2023/102              Service Level Agreement – Playing Field Committee

To agree the next steps in respect of the SLA with the PFC and consider the funding required in support of the new agreement – Chair and Cllr Carey to report

 

2023/103              Website Proposal

To receive and consider a proposal for the development of new website (copy attached).

 

2023/104              Southwick Village News

To agree any items for inclusion in the next edition of the newsletter. Members to note next edition due March 2024.

2023/107              Confidential Information

In view of the confidential nature of the business to be transacted at Agenda Item 2023/108 members are asked to consider resolving that the press and public be excluded from this part of the meeting.

 

Such a resolution would be in accordance with the Public Bodies (Admission to Meetings) Act 1960 Sec 1 (2), which states "A body may, by resolution, exclude the public from a meeting (whether during the whole or part of the proceedings) whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons stated in the resolution and arising from the nature of that business or of the proceedings; and where such a resolution is passed, this Act shall not require the meeting to be open to the public during proceedings to which the resolution applies.’’
