Public Participation

The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

2022/12                Apologies for Absence

Council to receive apologies for absence. LGA 1972 s85(1).

2022/13                Declarations of Interest and Dispensations to Participate

a)         To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b)        To receive any dispensation requests received by the Parish Clerk and not previously considered.

2022/14                Minutes of Council Meetings

 To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 26^th April 2022 and the minutes of the Annual Council Meeting held on 17^th May 2022 (copies attached).

2022/15                Wiltshire Council Report 

To receive any written report from Cllr Prickett – please note that Cllr Prickett has sent apologies for absence. 

2022/16                Highways/Environment

a)         Parish Environment including:

a.       Dog bins

b.       Land belonging to Selwood

c.       Street cleaner

d.       Bus shelter Frome Road – to receive an update from Cllr Watson on the approach to Hiscock Engineering for a quotation for repairs

b)        Footpaths including:

a.       Broken Stile on footpath between Westmead Crescent Trowbridge and fields of Southwick Court – to consider action to be taken by the PC.

b.       Footpath on Frome Road – Cllr Carey to report.

c)         Goose Street/Brokerswood junction – Southwick – to receive and consider the draft proposal from Wiltshire Council and allocate, if approved, the necessary contribution towards the works in the amount of £ 1,500.00

2022/17                Planning Applications, Decisions and Consultations

 PL/2022/04294 - 36 FROME ROAD, SOUTHWICK, TROWBRIDGE, BA14 9QF - 3no. dormer roof windows within existing loft conversion.

 To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).

 Pre-Application Meeting

To consider the proposal that the Council arrange a pre-application meeting with Gainsborough Housing (previous minutes refer, Clerk to table advice from Wiltshire Council)

APP/Y3940/W/19/3229845

To note the planning appeal in respect of Plot 5 and Plot 6 The Poplars Residential Park, Poplar Tree Lane, Southwick, Wiltshire, BA14 9NB - 18/07022/FUL, 18/07033/FUL, 18/07423/VAR - Use of land for the stationing of caravans for residential purposes and the erection of a stable. Removal of condition 2 on appeal APP/Y3940/W/15/3006435 to remove the personal condition and allow occupation of the site by anyone who is a Gypsy and Traveller. Members to consider whether any further submissions are required in respect of the Appeal.

2022/18                Finance

a)    To receive and note the Bank Reconciliation and Financial Position Statement as at May 2022 (attached).

b)    To approve the below listed payments:

2022/19                Parish Council Accounts year ending 31^st March 2022

a) To receive and consider the Internal Audit Report, review its findings and the effectiveness of the system of Internal Control.

b)  To prepare and approve Section 1: parts 2 and 3 (Annual Governance Statement 2021/22) of the AGAR.

c)  To consider Section 2; parts 2 and 3 (Accounting Statements 2021/22) of the   AGAR.

d) To approve, sign and date Section 2; parts 2 and 3 (Accounting Statements 2021/22).

e)  To set the dates for the period of public inspection (proposed copy attached).

2022/20                Neighbourhood Plan for Southwick

To receive any available updates on the NDP review and receive a report from the Clerk regarding the funding bid to Locality.

2022/21                Correspondence

To note any items of correspondence:

Wiltshire Council re: Southwick Allotments (correspondence attached).

2022/22                Southwick Village News

To receive any available update on the Village News publication.
