Public Participation

The Chair of the Parish Council will invite members of the public to present their questions, comments and

petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members. Members are reminded of their obligations under the Code of Conduct.

2021/13 Apologies for Absence

Council to receive apologies for absence. LGA 1972 s85(1).

2021/14 Declarations of Interest and Dispensations to Participate

a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b) To receive any dispensation requests received by the Parish Clerk and not previously considered.

2021/15 Minutes of Council Meetings

To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 27^th April 2021 (copy attached).

2021/16 Wiltshire Council Report

Following a motion to adjourn to receive a report from the Wiltshire Councillor. Motion to re-convene.

2021/17 Highways/Environment

a) To receive reports from Councillors on matters of concern and to decide what action, if any, to take.

b) Highways and Traffic – to receive and reports or updates on highways matters.

c) A Better Southwick – to receive and consider a report from Cllr Heydon (attached, previously considered in March 2021)

2021/18 Planning Applications, Decisions and Consultations

PL/2021/03357 - The Lodge, Hoggington Lane, Southwick, BA14 9NR - 'Change of use and conversion of carriage house to holiday let and retention of Shepherd\'s Hut and converted Horse Box as glamping site (part retrospective

PL/2021/03348 - Junction of Hoggington bridleway (SWCK44) with B3109 (Adjacent to Pomeroy Lodge and Cedar Tree Lodge), Wingfield, Wilts - Improvement to end of bridleway by tarmacking of access to/from the B3109 (in a national speed-limit section) in order to improve the safety of vehicle access to and from Cedar Tree Lodge and Pomeroy Lodge.

To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).

Planning Decisions – None at time of issue.

2021/19 Finance

a) To receive and note the Bank Reconciliation and Financial Position Statement as at 30^th April 2021 (to follow on receipt of bank statement).

b) To approve the below listed payments:
