Open Forum to hear from members of the public

Please note that matters raised under Open Forum will be subject to a limit of three minutes

and should be notified to the clerk by 7.15 pm on the night of the meeting.

Apologies for Absence and to consider the reasons given

Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. LGA 1972 s85(1).



Declarations of Interest and Dispensations to Participate

a)         To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b)        To receive any dispensation requests received by the Parish Clerk and not previously considered.



Minutes of Council Meetings

To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on Tuesday 17th September 2019 (copy attached).


To note that the Clerk is working to locate the original notes taken at the meetings of April and May 2019 in order that draft minutes can be prepared for Council to consider.



Wiltshire Council Report

Following a motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett.  Motion to re-convene.




To receive reports from Councillors on matters of concern and to decide what action, if any, to take.



Planning Applications

To consider the below listed applications:  


19/07915/PNCOU – Newpool Farm, Southwick, BA14 9ND - Notification for Prior Approval under Class Q for a Proposed Change of Use of Agricultural Building to Create 2no. Dwellinghouses (Use Class C3) and for Associated Operational Development.


To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).



Planning Decisions, Appeals, Enforcement and other matters

To note the below listed decisions of the LPA:


19/07384/FUL- 29 Wynsome Street. New Dwelling - Approved with conditions.


Planning Appeal Notification


APP/Y30940/W/19/3229836 – Land east of The Poplars Residential Park, Poplar Tree Lane, Southwick – Use of land for the stationing of caravans for residential purposes and the erection of a stable/ Removal of condition 2 on appeal.


Wiltshire Council Housing Site Allocations Plan – Further Main Modifications (FMM’s)

To receive information from Wiltshire Council re WHSAP FMM’s and consider whether any response is required (circulated under separate cover).



Community Governance Review

To receive and note information from Wiltshire Council (previously circulated – contact the Clerk for additional copies) regarding the CGR process and to consider the application from Trowbridge Town Council relating to land in the parish of Southwick.


Members to note, as part of that discussion, recommendations from the Neighbourhood Plan Steering Group as listed below:


1)    Southwick Parish Council should formally oppose TTC’s CGR request.

2)    Southwick Parish Council should continue to work in association with the other three Parish Council’s affected. 

3)    In the absence of an alternative/better strategy, Southwick Parish Council should adopt the same approach taken by West Ashton PC, namely to initiate a CGR of its own.


Having considered the information and recommendations members are asked to consider an initial response to Wiltshire Council – noting that the formal consultation will follow.
