Draft Minutes of a meeting of the Parish Council held on

Tuesday 18th April 2023 at 7.30 pm in the Annexe, Southwick Village Hall.

 

Present: Cllr Eaton (Chair), Cllr Snell, Cllr Carey, Cllr Noble, Cllr Jackson, Cllr Heydon, Cllr Clayton, Cllr Watson and Cllr Prickett.

In attendance: Nicola Duke (Parish Clerk), 3 members of the public and 2 representatives from Master Land and Planning (Neighbourhood Planning consultants).

 

Public Participation

Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern:

·         A resident addressed the Council in respect of parking issues at Chantry Gardens (March minutes refer).  Cllr Prickett undertook to visit the resident.

·         The applicant for the planning application at 3 Bradley Road addressed members, providing background and information on the application.

2022/118              Apologies for Absence

Cllr Porter due to work commitments, accepted.

Cllr Curry due to family commitments, accepted.

2022/119              Declarations of Interest and Dispensations to Participate

Cllr Noble declared an interest in the agenda item relating to the Southwick Sports Club as a member of the Village Hall Committee.

2022/120              Minutes of Council Meetings

 The revised minutes of a meeting of the Parish Council held on 21st February 2023 were approved for accuracy and adopted (proposed Cllr Jackson, seconded Cllr Snell). 

 

 The minutes of a meeting of the Parish Council held on 21st March 2023 were approved for accuracy and adopted (proposed Cllr Prickett, seconded Cllr Jackson).

 

2022/121              Wiltshire Council Report 

Cllr Prickett reported the following:

·     That he had sought clarification from Wiltshire Council in respect of the recently installed dropped kerbs at Chantry Gardens; officers had reported that due process had been followed.  He would follow up on the options for addressing parking issues (public consultation comments refer).

·     Cllr Prickett was asked to check that permissions existed for the installation of the planned flower beds (March minutes refer).

 

2022/122              Highways/Environment

a)  Parish Environment

a.       Cllr Snell reported that the drains were blocked at Wesley Lane and this was noted to be a parish wide issue. The Clerk was asked to contact Wiltshire Council to request that these be attended to.

b.       Cllr Snell requested an update on the installation of the dog bins.  The Clerk confirmed that Idverde had the relevant information and she would chase for a start date for the works.

c.       Cllr Noble reported that footpath 17 had been closed due to a fallen fence. Wiltshire Council had this in hand.

d.       Members noted the serious pothole on Frome Road from the garage to the shop.  This had been reported and was considered to be a serious issue requiring urgent attention from Wiltshire Council.

 

b) Highways including:

a.       Double yellow line installation – Cllr Carey reported that he had received no suggestions for locations for double yellow lines (March minutes refer) and would therefore be submitting a ‘nil return’ to the next LHFIG meeting.

b.       Frome Road speeding letter – Cllr Carey tabled a proposed letter to Wiltshire Council’s l LHFIG team in respect of speeding issues in the parish.  He reported that the Atkinson survey had taken an average of the speeds through the village however, the issues was with the speeds entering and exiting the village as had been demonstrated by the NEO survey, the results of which had stated police action was required.  The proposed letter contained two recommendations:

                                                               i.      That Atkinson review its recommendations with a focus on the speed of traffic passing Wesley Lane and

                                                             ii.      That it considers the effectiveness of a 50mph zone to the west of the western gateway which it was felt would slow down both incoming traffic and westbound traffic.

Members approved the proposed letter for issue and the Clerk was asked to send this to Wiltshire Council.

2022/123              Planning Applications, Decisions and Consultations

 PL/2023/00952 - Land West of 3 Bradley Road, Southwick, Trowbridge, Wilts, BA14 9RJ - Erection of 1. no single detached dwelling (Outlined application relating to Appearance, Layout and Scale) (referred from March meeting) Members resolved to support the application, with the additional comment that the PC saw no highways issues in relation to the application site.

 PL/2023/02177 – Eastbrook, Hoopers Pool, Southwick, Trowbridge, BA14 9NG - Conversion and extension of existing outbuilding to form annex – No Comment.

 To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained) – None.

 

2022/124              Finance

a)     The Bank Reconciliation and Consolidated Financial Position Statement as at March 2023 had been circulated to members and was noted.

b)   The below listed payments were approved (proposed Cllr Jackson, seconded Cllr Carey). Members noted the addition of the payment to Hiscock Engineers and agreed to consider the future funding requirements of the Playing Field by means of a Service Level Agreement (SLA). This would be added to a future agenda for consideration and the Clerk and Cllr Noble would work together in respect of insurance arrangements in the meantime.

2022/125              The Coronation of HM The King

Cllr Noble reported on the planned events for the Coronation Weekend:

·      A flyer had been prepared and would be delivered through the village, as well as being included in the next edition of the newsletter.  Members commented on the high standard of the flyer and the organisers congratulated.

·      The working group would next meet on Thursday 20th April and it was reported that there was a good mix of attendees with a very positive atmosphere.

·      St Johns Ambulance would be contacted with a view to providing an on-site first aider.

·      The Clerk would provide Cllr Noble with the necessary forms for the insurance company, to ensure that insurance cover was in place for the events.

 

The Chair congratulated Cllrs Noble, Snell and Watson on the arrangements and thanked them for their hard work.

 

2022/126              Village Litter Pick

Members considered arrangements for a village litter pick (March minutes refer) and Cllr Watson undertook to liaise with the school to see if an event could be pulled together. It was noted that other groups in the village had expressed interest in being involved in a litter pick and these would also be contacted.

 

2022/127              Southwick Sports Club

The Chair reported that the item was deferred pending the receipt of additional quotations for the planned refurbishment works.

 

2022/128              Neighbourhood Plan Review

At this point Standing Orders were re-instated to enable Master Land and Planning (MLP) to address members (proposed Cllr Jackson, seconded Cllr Clayton).

 

MLP spoke to the quotation for the housing assessment and the following was noted:

 

·       The housing assessment would enable the Neighbourhood Plan to identify suitable sites to meet the emerging Housing Need to be identified in the Wiltshire Council Local Plan Review, which was scheduled for submission to Cabinet in July 2023.

·       The assessment would be an objective exercise to narrow down the options and would ensure that the Plan had a robust evidence base for its allocated sites.

·       Once the shortlist of suitable sites had been developed a further community consultation would be held.

·       The future of Neighbourhood Plans was discussed and MLP reported that support for NP’S remained across all political parties.

·       It was confirmed that the NPSG was able to recommend a change in the settlement boundary as part of the Plan.

·       The importance of speeding issues was highlighted and MLP reported that, whilst these could not be solved via the NP, attention would be drawn to them and appropriate policies included in the Plan to ensure developers considered highway matters in their planning applications.

·       MLP confirmed that the housing assessment costs would be met by technical support from Locality however, the grant funding for 2023-24 had not yet been confirmed.  MLP further confirmed that they would not commence any work on the assessment until the appropriate funding had been sought and was in place.

 

At this point Standing Orders were re-instated (proposed Cllr Jackson, seconded Cllr Clayton).

 

Members considered the quotation from Master Land and Planning for the completion of the Housing Assessment Report following the recent call for sites exercise (previously circulated). Following debate, it was resolved to accept the quotation (proposed Cllr Heydon, seconded Cllr Clayton) (6 in favour, 2 abstentions).

 

2022/129              Correspondence

None.

 

2022/130              Southwick Village News

The Chair confirmed that he had taken delivery of the agreed pamphlet dispensers and members agreed potential locations for their installation as listed:

·    Village Hall

·    Frome Road bus shelter

·    Baptist Chapel

·    Primary School

It was noted that permission would need to be sought from the property/land owners and the method of installation verified. The Chair would liaise with the Parish Steward to seek assistance.

 

2022/131              Date of next meeting

Annual Council Meeting – Tuesday 16th May 2023 at 7.30 pm

Ordinary Council Meeting – to be convened following the ACM if required.

 

 

There being no further business the meeting was closed at 9.00 pm.
