SOUTHWICK PARISH COUNCIL Chairman – Cllr. K Noble Minutes of the meeting of Southwick Parish Council held in the Village Hall, Southwick at 7.30 pm on Tuesday 18 August 2015 Present Cllr. K Noble (Chairman) Cllr. A Doel Cllr. J Jones Cllr. S Jones Cllr. E Pomeroy Cllr. D West Roger Coleman (Clerk) Wiltshire Council Cllr. Horace Prickett attended. PC Mark Hough, Neighbourhood Policing Team attended (Part-time). There was one member of the public present. 1098. Welcome and Introductions. The Chairman welcomed everyone to the meeting. 1099 Apologies. Apologies for non-attendance were received from Cllrs. S Carey, Z Grant, G Masters and F Morland. 1100. Co-option of New Member. a. The Parish Council resolved unanimously to co-opt a new member and the Council resolved unanimously to co-opt Dan Jackson as a member of Southwick Parish Council. b. The newly co-opted member signed the Declaration Form which was countersigned by the Clerk. The Clerk advised Cllr. Jackson that if he had disclosable interests to declare then these interests must be registered with the Wiltshire Council Monitoring Officer within twenty-eight days. The Clerk handed a copy of the Southwick Parish Council Code of Conduct, the procedure for registering interests on-line and details of the interests to be registered to Cllr. Jackson. 1101. Declaration of Interests. Cllr. Pomeroy declared a personal interest in Agenda item 11c (Southwick and North Bradley Scouts) – Minute 1108c. 1102. Minutes of the Ordinary Parish Council Meeting held on 16 June 2015 The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1103. Minutes of the Ordinary Parish Council Meeting held on 21 July 2015 The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1104. Minutes of the Extraordinary Parish Council Meeting held on 4 August 2015 The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1105. Neighbourhood Policing Team (NPT). a. PC Mark Hough of the Neighbourhood Policing Team (NPT) had sent the Clerk a written report prior to the meeting (shown in italics). PC Hough read out his report at the meeting thus: There have been 75 rural occurrences in the last calendar month of which 12 were in the village. 5 of these were crimes. Anti-Social Behaviour – 3. 20/7 Hollis Way - RP's neighbour is using an air rifle in his rear garden. No offences disclosed. Advice given to reporting person. 7/8 Hollis Way - Unknown suspect(s) have thrown eggs at the IP's living room window at the front of the property. No damage caused. Linked to damage? 15/8 Frome Rd - Ongoing issue with neighbour being abusive over parking issues. Contact sought. Burglaries - 2. 21/7 Hollis Way - Unknown suspect has attempted to open IPs front door by trying the door handle. Entry has not been gained 8/8 Frome Rd - Known males have been seen attempting to break in to occurrence location. Males arrested on suspicion of attempt burglary. 2 youths on police bail. Thefts – 0. Violence – 1. 22/7 Frome Rd – Domestic matter with allegation of assault. Matter still under investigation Damage – 3. 5/8 Hollis Way - Unknown suspect has smashed RPs window of vehicle using a bottle. We have some forensic evidence. 5/8 Greenleaze - Unknown suspect has scratched the IP's vehicle which was parked outside of the address. Suspect has scratched all the panels except the roof. 8/8 Orchard Drive - Unknown Suspect/s have put a sharp instrument in the front and rear tyres of the IP's vehicle. Traffic matters – 3. 23/7 Blind Lane - Complaint in relation to Vehicles driving at excessive speed at location 5/8 Brokerswood RD – Non injury RTC. Vehicle hit by passing car which failed to stop. No registration 15/8 Poplar Tree Lane jcn Bradford Rd – Minor injury RTC – Vehicle misread manoeuvre of other and caused collision. Investigation ongoing. Other matters
On 17/8 I took the four youths, identified as having been responsible for damaging trees in the country park, back to the park to do some community work with the WC wildlife team and some friends. This led to the matter being locally resolved End of Report. b. There were no matters reported by councilors.. 1106. Wiltshire Council Report. Cllr. Prickett reported that following the presentation given by the Chairman of North Bradley Parish Council at the previous Southwick Parish Council meeting in relation to flooding at the hamlets of Scotland and Ireland he was keen to progress this matter with Wiltshire Council with the support of both parish councils. He proposed that there be a site visit by councillors from Southwick PC and North Bradley PC to examine the problem following which a joint approach by both parish councils could be made to Wiltshire Council for a solution. The Chairman, Cllr. Noble, stated that Cllr. Grant had offered to investigate this problem and that she had all the relevant paperwork, including the Consultant’s report (commissioned by an affected parishioner) in her possession. Cllr. Prickett offered to arrange the site meeting and depending on the date and time chosen Cllrs. West, Doel and Jackson offered to attend on behalf of Southwick Parish Council. Cllr. Noble stated that she would inform Cllr, Grant and that she would invite her to also attend. 1107. Highways/Environment. The Chairman reported that the next Community Day was 19 August . Cllr. West stated that he had spoken to Mark Banks, Wiltshire Council and that the Community Day Team were intending to cut back a number of hedges and to kill the weeds growing on the pavements and in the gutters. Cllr. Pomeroy reported that the road surface at the mouth of School Lane needed attention. Cllr. Noble stated that she would inform Mr Banks. 1108. Finance a. The current financial position at 31 July 2015 was reported as follows:

The Clerk reported that he had received the completed Annual Return for FY2014/15 from the External Auditor confirming that all matters were satisfactory and added that there were no matters that had to be brought to the attention of the Parish Council. He presented the Annual Return to the Chairman to confirm this fact. c. The Clerk stated that the Council had received a letter from the Chairman of the Southwick and North Bradley Scout and Guide Group explaining that it had recently incurred expenditure of some £10,000 to install new windows and fire doors and inviting the Parish Council to make a donation towards this cost. The Parish Council resolved, by a majority, to make a donation of £1000 to the Southwick and North Bradley Scouts and Guides. d. The Council resolved to make the payments shown under ‘Accounts due for payment’ above. 1109. Planning a. The Council noted the current status of the following planning applications:
b. The Clerk reported that there were no planning applications received after 10 August 2015: c. Councillors noted the consultation in respect of the Wiltshire Housing Site Allocations Development Plan Document and examined the proposed Strategic Housing Land Availability Assessment (SHLAA) sites for Southwick. The Council resolved to send the following comment to Wiltshire Council: ‘Southwick Parish Council is against any further development and does not support any of the proposed SHLAA sites’. d. There were no other planning matters raised. 1110. Members Reports. Cllr. J Jones – Is the change of the Helibeds shop (90 – 94 Frome Road) from a retail/café unit to a secondhand shop with a large pavement display consistent with extant planning permissions? The Clerk was asked to seek advice from Wiltshire Council. Cllr. Pomeroy – The latest edition of the Southwick Village News has not yet been published/distributed. 1111. Clerk’s Report. a.
