Draft Minutes of a meeting of the Parish Council held on

Tuesday 21st February 2023 at 7.30 pm in the Annexe, Southwick Village Hall.

 

Present: Cllr Eaton (Chair), Cllr Snell, Cllr Carey, Cllr Noble, Cllr Jackson, Cllr Heydon, Cllr Porter, Cllr Clayton, Cllr Curry and Cllr Prickett.

In attendance: Nicola Duke (Parish Clerk) and 4 members of the public.

 

Public Participation

Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern:

·         The developer for planning application PL/2022/05416 - Land West of Wesley Lane (Lamberts Marsh), Southwick presented plans and material to the meeting.  The Chair then provided a period for questions and comments; which covered issues such as drainage and archaeological reports.

·         A resident spoke regarding the recent installation of off-road parking at Chantry Gardens, which Cllr Prickett had been working on.  It was noted that further off-road parking was now planned by other residents and the impact of this on available parking in the area was highlighted. Cllr Prickett would take forward the suggestion that an area of grass could be converted into suitable off-road parking.

·         A representative of the Southwick Sports and Social Club addressed the Council in respect of the funding request listed on the agenda, reporting on the current poor condition of the facilities and the need for improvements to be made.

2022/87                Apologies for Absence

Cllr Watson, due to ill health – accepted.

2022/88                Declarations of Interest and Dispensations to Participate

None.

2022/89                Minutes of Council Meetings

 The minutes of a meeting of the Parish Council held on 17th January 2023 were approved for accuracy and adopted (proposed Cllr Curry, seconded Cllr Clayton).

2022/90                Wiltshire Council Report 

Cllr Prickett reported on Wiltshire Council’s budget for 2023-2024; which included a 2.99% increase and a 2% adult social care levy. The budget had therefore increased by 4.99% against the current year.

2022/91                Highways/Environment

a)  Parish Environment including:

a.       Litter picking – members considered arrangements for a spring litter pick (January minutes refer) and it was agreed that information on this would be published in the next village newsletter.

b.       Vandalism and Fly Tipping in Southwick – The Chair reported on correspondence he had received regarding these issues.  Following debate, it was agreed to liaise with the PCSO and reach out to the Bobby Van to see if any support could be provided.

b) Highways including:

Blind Lane & Wesley Lane – members considered information from the WC Highways Engineer regarding traffic calming and measure to mitigate the impact of village road works (January minutes refer).  The Clerk reported that the PC had been advised to request a traffic survey and it was noted that this had already been carried out.  Cllr Carey informed members that he continued to seek a meeting with Wiltshire Council to discuss in detail the disparity between the results of the two recent surveys. Cllr Noble reported on two highway issues she had reported to Wiltshire Council pertaining to Wynsome Street and Goose Street. The Chair would continue to liaise with Wiltshire Council regarding appropriate management of road works in the village and the associated traffic diversions and signage.

2022/92                Planning Applications, Decisions and Consultations

 PL/2023/00760 - 64 Frome Road, Southwick, Trowbridge, Wilts, BA14 9QQ - Single storey rear extension to provide a bedroom and bathroom for a disabled person - Support.

 PL/2023/00703 - The Manor, Hoggington Lane, Southwick, Trowbridge, Wilts, BA14 9NR - Change of use of land and erection of small ground mounted solar array - Support.

 PL/2022/05416 - Land West of Wesley Lane (Lamberts Marsh), Southwick, Trowbridge - Proposed new access and roadway and erection of 30no. Use Class C3 residential dwellings (9no. locally discounted First Homes). New open space, landscaping and sustainable urban drainage measures - Support.  Members considered whether they wished Cllr Prickett to call the application into the Planning Committee at WC however, following a vote, this was not felt necessary.

 Strategic Planning Committee meeting – 22nd February 2023

Members noted that the three below listed applications would be considered at a meeting of WC’s SPC. It was noted that Cllr Prickett would be present at the meeting and Cllr Snell indicated that she was hoping to attend.

 20/09659/FUL - Land off Frome Road, Upper Studley, Trowbridge - Erection of 50 dwellings and associated access and landscaping works.

 18/10035/OUT - Land to the south of Church Lane, Upper Studley, Trowbridge, Wilts - Outline application for residential development (up to 55 dwellings) with the creation of new vehicular access off Frome Road and removal/ demolition of all existing buildings (all matters aside from the formation of the new vehicular access are reserved.

 20/00379/OUT - Land South of Trowbridge, Wiltshire - Outline planning permission with all matters reserved except access for the erection of up to 180 residential dwellings (Use Class C3); site servicing; laying out of open space and associated planting; creation of new roads, accesses and paths; installation of services; and drainage infrastructure.

 Members considered a planning application received after the issue of the agenda (where the response time fell outside of the meeting schedule)

 PL/2022/05259 - Land North of Frome Road, Southwick, Trowbridge, Wilts, BA14 9QQ - Erection of 2 no. detached self-build dwellings (Outline application will all matters reserved except access) – Members resolved to issue a support comment for the application unless any councillor submitted contrary comments to the Clerk following the meeting (given that members had not had sufficient time to view the application).  It was agreed that, should any member express concerns about the application, the Clerk would seek an extension and add to the March agenda.

2022/93                Finance

a)     The Bank Reconciliation and Consolidated Financial Position Statement as at January 2023 had been circulated to members and was noted.

2022/94                Community Requests and Information

a)    Members considered requests received from the Flower Show Committee (supporting correspondence previously circulated) and it was agreed that the requests would be supported, subject to the necessary permissions and licenses being obtained from Wiltshire Council as the Highway Authority.

b)    The Chair reported on recent issues with the defibrillator and Cllr Noble reported that these were due to the extremely cold weather and had now been resolved.  The Chair reported that the current guardian had resigned his post and it was agreed that Cllr Noble would now take this role on.

c)    Members considered correspondence received from Southwick Sports Social Club and noted the investment request contained therein (supporting correspondence previously circulated).  Following debate, it was agreed that the PC would reconsider the matter once final plans of work required were available.  It was noted that the SSSC would need to liaise with the Village Hall Committee as its landlord.  The Clerk was asked to check the balance of the Solar Farm Fund and report back to the March meeting, as it was felt this could be an appropriate source for any PC match funding.

2022/95                Parish Council website

Members received information from the Chair on the current website and it was noted that a review of the site had taken place with much redundant and out of date material being removed.

The Clerk reported that she had costed out options for the PC to consider (January minutes refer). Given the length of the agenda for the meeting it was agreed to consider this in March.

2022/96                The Coronation of HM The King

Cllr Noble reported on a recent meeting held with interested parties to consider planning for a Coronation event.  Events and entertainment had been planned over the course of the weekend and an event for children was being considered for the Monday afternoon.  A further meeting had been planned for the 7th March 2023 at which the 3-day programme would be finalised. 

 Members considered the allocation of appropriate funds in support of any associated costs (January minutes refer) and it was agreed that this would be considered at the March PC meeting when the final plans for the weekend had been established and costed.

2022/97                Neighbourhood Plan Review

Members considered for approval the NDR Consultation Strategy (copy circulated) and this was so resolved (proposed Cllr Heydon, seconded Cllr Curry).

2022/98                Correspondence

Wiltshire Association of Local Councils re: Royal Garden Party applications – noted.

2022/99                Southwick Village News

Members discussed arrangements for the co-ordination with the Editor and the distribution of hard copies of the newsletter through the parish (January minutes refer). Cllr Snell proposed the purchase and use of pamphlet dispensers to be situated at appropriate locations throughout the village.  This proposal was approved and the Clerk instructed to purchase four such dispensers at a cost of £11.70 each (proposed Cllr Snell, seconded Cllr Curry).

There being no further business the meeting was closed at 9.35 pm.
