SOUTHWICK PARISH COUNCIL THE VILLAGE HALL, SOUTHWICK, WILTSHIRE. Minutes of the Southwick Parish Council Meeting held on Tuesday 19th February 2019 at 7.30pm in the Village Hall. Health and Safety. OPEN FORUM. Simon Rusling, Church Warden for North Bradley, Southwick and Heywood Parish spoke on the current state of Heywood churchyard, overgrown bushes, broken headstones, etc. (Southwick residents have the “right” to be buried in this churchyard) The PCC are looking into how this graveyard could be improved, after formal approval is granted, and would like the support of Southwick Parish Council. Mr. Peter Slade commented on the Doric Engineering Planning Application and asked Councillors to ensure the site is cleaned up. 017/19 APOLOGIES. Apologies for absence received from Councillors Clayton, Curry, Eaton and Morland. Apology also received from the Clerk - Steven King. 018/19 DECLARATIONS OF INTEREST. None declared. 019/19 MINUTES. The Minutes of the Parish Council Meeting held on the 15th January, 2019 were approved and signed. The Minutes of the Extraordinary Meeting held on the 29th January, 2019 show and incorrect date and were not signed. Motion to adjourn 020/19 WILTSHIRE COUNCIL REPORT. Councillor Horace Prickett reported - that enforcement notices are with the relevant officer for formulation and as soon as available will be served on the residents of the traveller site at Poplar Tree Lane within a few days. Carriageway resurfacing is to take place on the A361 from Hoopers Pool to Poplar Tree Lane on the 22nd February until 24th February, 2019 and the road will be closed from 19.00 and 0.00 hours. The next Trowbridge Area Board Meeting is on the 7th March, 2019 at 19.00. Details of the Agenda and grants applied for can be found on the Wiltshire Council website. The next meeting of Trowbridge Area CATG is on the 4th April at 10.00 in the North Wilts Room at County Hall. Final states of the Wiltshire Housing Site Allocations Plan - plans for the supply of Land for future housing will be reviewed at examination hearings this spring. The plan along with the Council’s Schedule of Proposed Changes will now be examined in public by an inspector from 2nd April 2019 at the Civic Centre in Trowbridge. I have recently spent the morning walking the roads of Chantry Gardens with Residents who had complained about the state of the pavements and footpaths. Cllr. Prickett asked the Parish Council to bring these area to the attention of CATG. Motion to re-convene. 021/19 COMMUNITY POLICING TEAM. Email report - incidents reported January 2019.2 theft from vehicles.1 catalytic convertor. 1 possession of weapon offence 4 criminal damage - unknown youths damaged shed at St. Thomas’ Church. 2 ASB - Personal - 2ASB Nuisance. 6 Violence against the person. Theft from motor vehicle stole a Ted Baker tote bag containing an iPhone 6. 1 Suspicious incident. 1Miscellaneouss crime - 3 unknown suspects have paid for drinks using fake £50 notes. 1 missing person report. 1 Burglary of a business. 1 Disturbance in public place. 1 Public order offence. 022/19 HIGHWAYS/ENVIRONMENT. Jobs for the Parish Steward. Remove bags of rubbish on Blind Lane - Drain at the junction of Wesley Lane /Frome Road requires attention. 023/19 PLANNING. a) Applications. 19/00602/FUL - 7 Blind Lane. Proposed extension to side and front elevations. Proposed cladding to front façade. The Council proposed and agreed to support this Application. 018/11259/FUL - Doric Engineering, Dunkirk Business Park. Erection of employment (Class B) unit and associated works. Comments as before. 19/01002/FUL - Styles House Farm, Brokerswood Road. - Change of use and operational development from agricultural to café (A3) and retrospective development for conversion from agricultural to farm shop. The Council proposed and agreed to support this Application. 19/01259/FUL - 22 Southfields, Southwick. Two storey rear extension. The Council proposed and agreed to support this Application. 19/00859/FUL - 8 Frome Road, Southwick. - Retrospective application for change of window pane from obscure to clear glass. Eaton’s report to the Steering Group read to Councillors. Copy of letter from Cllr. McCaw to Cllr. Eaton shown to Members. It was proposed and agreed - 1. The monthly progress report should include presentation of the minutes of the Steering Group’s monthly meetings. 2. That the Steering Group report should include the words “sub-committee” to Southwick Parish Council. 026/19 MEMBERS REPORTS. Councillor Pitney provided documentation to Councillors on the proposed changes to the Parish Council website. A vote of thanks made to Councillor Pitney for his work on this project.
