There were no members of the public present.

 

Mr Ian Bushell gave a short presentation on behalf of the Friends of Southwick Country Park during the Open Forum

989.     Welcome and Introductions.

The Chairman welcomed everyone to the meeting.

 

990.     Apologies.

Apologies for non-attendance were received from Cllr. S Shave and Wiltshire Council Cllr. Horace Prickett.

 

991.     Declaration of Interests.

There were no interests declared.

 

992.      Minutes of the Ordinary Parish Council Meeting held on 16 December 2014.

The Parish Council resolved that the minutes of this meeting were a true and accurate record.  The Chairman signed the minutes.

 

993.     Neighbourhood Policing Team (NPT).

a.         PC Mark Hough of the Neighbourhood Policing Team (NPT) gave the following report to the Parish Council:

 

There were 42 rural occurrences of which 11 were in the village.

Theft x 2.

20/12/2014- Frome Road, Southwick, unknown person has stolen blue LED lights from outside the address.  The wire was cut from the lights to the IP’s address.

10/01/2015- Southfield, unknown suspect have taken a brown plastic tray containing 12 hydrangea plant cuttings from IP’s rear garden.

 

Violence against a person x 2.

21/12/2014- Southwick Sports and Social Club, Known male grabbed IP to move her out he way and caused slight reddening to IP’s wrist.

31/12/2014- Swan Court, intoxicated suspect known to the aggrieved has slapped and pushed IP.

 

Domestic x 2.

24/12/2014 - Hollis Way, suspect known to the aggrieved attended home address regarding child arrangements.  Argument has ensued.

30/12/2014 – Chantry Gardens, verbal domestic argument.

 

Criminal damage x 0

 

Traffic related x 0

22/12/2014 –Frome Road, Concern for Safety PPD created for neighbouring Police Force.

 

Other matters  

23/12/2014 –Cornerways, Frome Road, unwanted calls made to RP’s landline telephone number.

30/12/2014 – Poplar Tree Lane, Out of area vehicle enquiries.

05/01/2015- Frome Road, Southwick, address check.

09/01/2015 –Hogginton Lane, Rams head found in a field.

 

We are continuing to get reports about the parking outside the Southwick Country Park on Saturday mornings.  At this time there are no actions being taken, but NPT are fully aware and patrols are being made.

b.         Cllr. Grant reported that the fixing bolts on the new Puffin Crossing had been removed thereby causing the light standards to be unstable and to require repair.

Cllr. Morland requested confirmation that if time restrictions or yellow lines were introduced at the laybys in Wynsome Street then it would be Wiltshire Council and not Wiltshire Police who had the powers of enforcement. PC Hough confirmed that it would be Wiltshire Council.

Clr. S Jones reported that two vans in Orchard Drive were partly obstructing the pavement. PC Hough stated that he would investigate.

Cllr. Noble reported that the security light, previously reported, was still causing a problem to neighbouring properties.

 

994.     Parish Council Annual Review.

The Chairman invited councilors to review the Parish Council achievements during the last year and to identify its ambitions and priorities for 2015.

 

A summary of this review is to be attached to these minutes.

 

995.     Wiltshire Council Report.

Wiltshire Council, Cllr. H Prickett had sent the Clerk a written report prior to the meeting. The Clerk read out this report to the Council. This report is reproduced below (in italics):

 

  • A resident of Chantry Gardens has approached me about the scheme to provide plastic matting reinforcement to the green verge area.  This was discussed at this council and it was agreed that no funds could be found for this project.  If the parish council, or local residents themselves, wished to go ahead with the work, every help would be given.
  • The Core Strategy for Wiltshire was voted on this morning at Full Council and will become policy following a few weeks of consultation.   
  • The lights at the crossing in Wynsome Street have been causing a few problems over the last few weeks.  The details have been sent to our Neighbourhood PC.
  • I was asked to attend a meeting at the Hope Centre concerning the expansion of parking on the site and the provision of land for that purpose.  This I did and agreed to help in any way that I can.
  • Long negotiations have been taking place with First Great Western and Network Rail over the total disruption to rail services through West Wilts over the period 18th. July – Aug. 31st.  All services through Bradford on Avon, Trowbridge and Westbury will be several interrupted due to the major works taking place on the Great Western Mainline through Chippenham to Bath.  In many cases replacement buses will be running and journey times very much extended.  More details will be available in some 6 to 8 weeks’ time.  Anyone travelling over this July-August period needs to plan their journey(s) well in advance.

b.         The Council resolved to consider payments to local organisations/charities at the April Parish Council meeting. The Chairman commented that the Parish Council might be sympathetic to making a donation to Southwick Country Park if the Southwick Country Park Management Committee made a proposal for a specific capital project.

 

c.         The Council discussed a possible Budget for FY2015/16 as proposed by the Clerk and previously sent to councillors with the Agenda papers.

The Council resolved to adopt the Budget (details are attached to these minutes) subject to a resolution to request an amount of £17,000 from Wiltshire Council for FY2015/16.

 

The Council resolved to request a Precept of £16,477.04 noting that when added to the Wiltshire Council ‘Top Up’ Grant of £522.96 it will ensure that Southwick Parish Council receives a total sum of £17,000 from Wiltshire Council for FY2015/16.

 

d.         The Council resolved to make the payments shown under ‘Accounts due for payment’ above.

 

998.     Southwick Country Park.

The Chairman stated that Mr Ian Bushell had given a short presentation on behalf of the Friends of Southwick Country Park during the Open Forum earlier that evening and a possible donation by the Parish Council, had been addressed during the previous Agenda item.

 

999.     Highways/Environment.

a.         The Council noted that Wiltshire Council/CATG is considering the request by the Parish Council for the imposition of a ‘waiting restriction time’ at the two laybys in Wynsome Street.

 

b.         The Chairman stated that the parking difficulties at Chantry Gardens had already been discussed at length and the Council had previously resolved that it was not in a position to offer financial assistance. He stated that he was not re-opening the discussion on this subject.

 

c.         The following matters were raised by councillors:

Cllr. Noble commented that Wiltshire Council, Mark Banks, is considering whether or not there is justification to remove the existing wooden bollards now that the Puffin Crossing has been installed.

 

Cllr. Masters reported that two culverts were blocked at Silver Street Lane – one opposite Ladywood Cottage; the other at the entrance to Silver Street Farm. She added that water was now flowing over the road in both cases and ice was forming during cold weather. Cllr. Noble stated that she would inform Wiltshire Council.

 

Cllr. Doel reported a blocked drain at Brokerswood road.

 

Cllr. J Jones reported that there was now only one working street light at the development at Arnold Noad Corner.

 

A number of other matters were reported to Cllr. Noble for her to pass on to Wiltshire Council, Mark Banks, for attention.

 

1000.   Village Website.

Councillors supported the idea of creating a Village Website and the Chairman asked councillors to view other village and Parish Council websites in order to inform a detailed discussion on how best to proceed at the next Parish Council meeting. Meanwhile, he asked the Clerk to forward website addresses of village/Parish Council websites with which he is familiar to assist councillors in their research.

 

1001.   Members Reports

The Chairman tabled a request that the St Thomas Church Newsletter be distributed with the Southwick Village News. The Council did not support this request.

Cllr. Noble stated that Operation Harness – the deployment county-wide of Community Speed Watch Teams simultaneously took place today.

 

 

1002.   Clerk’s Report.

a.         The Clerk stated that he had nothing significant to report.

 

b.         The Council noted the date of the next meeting:

 

  • Ordinary Parish Council Meeting – 17 February 2015 at 7.30pm.
