Two members of the public. HEALTH & SAFETY OPEN FORUM - Pavement parking in The Mowlems - a Mercedes completely blocking the footpath. Hedges - Frome Road - overhanging brambles. 66/19 APOLOGIES. Apologies for absence received from Cllr. G. Clayton , Cllr. T. Curry. and PCSO Mat Till. 67/19 DECLARATIONS OF INTEREST. No declarations made. 68/19 MINUTES. The Minutes of the Southwick Parish Council Meeting’s held on the 16th April and 20th May, 2019 remain unsigned. Working party to meet. The S.P.C. Meeting of the 18th June were signed after two amendments. Motion to adjourn. 69/19 WILTSHIRE COUNCIL REPORT. Wiltshire Councillor Mr. H. Prickett. Area Board Meeting - 25th July, 2019. CATG Meeting 5th September, 2019. Cllr. Carey to attend. Enforcemtent Notices issued to 100 Frome Road and 5 Poplar Tree Lane. Pavements in Chantry Gardens - Details to be sent to Kirsty Rose at Wiltshire Council. Demolition of Gateway A361 Frome Road - Would the Parish Council consider moving this towards Southwick itself? Motion to re-convene 70/19 COMMUNITY POLICING TEAM. Report from PCSO Mat Till. 16/6/19 Youths drinking and swearing in Hollis Way. 26/6/19 Youths being verbally abusive near Village Hall. 29/6/19 Burglary - Dunkirk Business Park. Residents need to be aware that there are individuals out there that look for insecurities, open windows, garages doors etc. Check all windows and doors are closed before closing the curtains and turning off the lights, you don’t want to wake up a victim. Suspicious activity should be reported on 101 unless the crime is in progress. 71/19 HIGHWAYS/ENVIRONMENT. Hedges on the Frome Road overgrown, end Hogginton Lane/Frome Road overgrown and hazardous. Gateway - it was resolved to move nearer to the village and for black and white reflective posts to be placed around the bend. Letter of confirmation to be sent to Pat Whyte the Wiltshire Council Highway Engineer. 72/19 PLANNING. a) Applications. 19/05839/FUL - Doric Engineering - Dunkirk Business Park. 3No. Employment Units (Class B1/B3) and associated works. It was resolved to support this development subject to improvements to the splay at the entrance to Dunkirk Business Park. This to be paid for by the developer for the benefit of all.
b) Decisions 19/03759/FUL - 17C Frome Road. Pitched roof over flat roof. Approved with conditions. c) Other Planning Matters. Appeal Notice APP/Y3940/C/18/3205597 - Notice of Enquiry to be held on 24th July, 2019 at 10am at St. John’s Parish Centre, Wingfield Road, Trowbridge. Anyone attending may speak at the discretion of the Inspector. 73/19 FINANCE. Treasurer’s Account balance as at 26.6.19 £3,054.94 Business Account balance as at 17.6.19 £46,429.83. Review payments and authorise. Greenacres - Grass Cutting - £282.68 G. Edwards - Website - £26.00 Southwick Village Hall - £30.00 Chairman’s Expenses - Advertising for Clerk - £137.44. All payments authorised. Trowbridge Town Council request for a financial contribution in support of Trowbridge Museum. It was resolved to contribute £250 from the Solar Fund. WSE Solar Farm, Bradley Road - £1,090.56 received on the 13.6.19. 74/19 NEIGHBOURHOOD PLANNING/STEERING GROUP It was agreed that the wording of future SPC agendas would be amended to reflect that the Steering Group Minutes, rather than a detailed report would be submitted to the Council each month. Cllr. Eaton to attempt to obtain a receipt from Groundworks for the £825 underspend. 75/19 PARISH COUNCIL VACANCY. One application received. Vacancies (2) to be advertised in the Village News. Agenda item for the next Parish Council meeting. 76/19 VACANCY FOR PARISH CLERK Advertisements put in White Horse News, Melksham Independent, Frome Times and on WALC website. Closing date for applications 7th August, 2019. 77/19 RISK ASSESSMENT REGISTER. Copies of the current Register given to Members. Defer to August meeting. 77/19 MEMBERS REPORT. Cllrs. Noble and Jackson have inspected the pavements/footways in Chantry Gardens, All badly need attention. It was resolved to write to Kirsty Rose at Wiltshire Council. Website - Cllr. Carey agreed to be responsible for the website. Boundary Committee - Consultations running till 28th July. No further consultation with Southwick Discussion over the proposed development at Southwick Court. The Meeting closed at 9.45pm. Date of Next Meeting 20th August, 2019 at 7.30pm. Signed .
