Minutes of a meeting of the Parish Council held on

Tuesday 21st June 2022 at 7.30 pm in the Annexe, Southwick Village Hall.

 

Present: Cllr Eaton (Chair), Cllr Snell, Cllr Porter, Cllr Jackson, Cllr Noble, Cllr Curry, Cllr Carey and Cllr Watson.

In attendance: N Duke (Parish Clerk), PCSO Jack Thomas and 1 member of the public.

 

Public Participation

Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern:

·         PSCO Thomas introduced himself to members; gave an update on recent converter thefts, confirmed he would be happy to support the Council with any issues reported and further confirmed that the public were able to take photographic evidence of crimes being committed, within reason. Members discussed Neighbourhood Watch, which was active in the parish, and Cllr Thomas reported that the Police were content to support where required but could not spare the staffing resources to assist with monitoring duties.  Cllr Thomas was thanked for his attendance.

·         A resident reported that she had carried out some highway clearance, for which she was thanked.

2022/13                Declarations of Interest and Dispensations to Participate

None.

 2022/14                Minutes of Council Meetings

The minutes of a meeting of the Parish Council held on 26th April 2022 were approved for accuracy and adopted (proposed Cllr Jackson, seconded Cllr Noble).

The minutes of the Annual Council Meeting held on 17th May 2022 were approved for accuracy and adopted (proposed Cllr Curry, seconded Cllr Porter).

2022/15                Wiltshire Council Report 

Cllr Prickett had sent apologies for absence. 

2022/16                Highways/Environment

a)         Parish Environment including:

a.       Dog bins- No update.

b.       Land belonging to Selwood – No update.

c.       Street cleaner – No update.

d.       Bus shelter Frome Road –Cllr Watson updated members on the approach to Hiscock Engineering for a quotation for repairs reporting that it had been suggested a replacement shelter may be more economical. It was agreed that Cllr Watson would seek a quotation for both a repair and a replacement and Cllr Noble would seek a quotation from another contact.

e.       It was noted that Wiltshire Council had provided some street clearance although this had not been extensive.

 

b)        Footpaths including:

a.       Broken Stile on footpath between Westmead Crescent Trowbridge and fields of Southwick Court – it was noted that the repair had been carried out.

b.       Footpath on Frome Road – Cllr Carey reported that this item was covered by agenda item c).

c.       Cllr Snell reported that the stile by 3 Lamberts Marsh was now invisible due to overgrown vegetation.  Cllr Carey reported that he would arrange to inspect and report on all footpaths in September, post the summer grown season and asked the Clerk to add this to the September meeting agenda.

 

c)         Goose Street/Brokerswood junction – Southwick –the draft proposal from Wiltshire Council had been circulated to members and it was resolved to confirm the necessary contribution towards the works in the amount of £1,500 being allocated to the project from the earmarked capital fund for Highways standing at £2,000 (proposed Cllr Carey, seconded Cllr Porter). In respect of the plans members agreed to seek clarification as to why the existing dropped kerb was scheduled for removal; especially given that this provided access to a farmers field.

 

2022/17                Planning Applications, Decisions and Consultations

 PL/2022/04294 - 36 FROME ROAD, SOUTHWICK, TROWBRIDGE, BA14 9QF - 3no. dormer roof windows within existing loft conversion – Support (proposed Cllr Curry, seconded Cllr Noble).

 To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained) – None.

 Pre-Application Meeting

Members considered a proposal that the Council arrange a pre-application meeting with Gainsborough Housing and the Clerk reported that she had sought advice from Wiltshire Council. She reported that WC advised parish councils not to liaise directly with developers prior to receipt of a formal planning application but to encourage them to organise public consultation events.  Members agreed to follow the advice and contact the developer to seek an update on planned consultation events.

 

Planning Appeal – APP/Y3940/W/19/3229836, APP/Y3940/W/19/3229843 &

APP/Y3940/W/19/3229845

Members noted the planning appeal in respect of Plot 5 and Plot 6 The Poplars Residential Park, Poplar Tree Lane, Southwick, Wiltshire, BA14 9NB - 18/07022/FUL, 18/07033/FUL, 18/07423/VAR - Use of land for the stationing of caravans for residential purposes and the erection of a stable. Removal of condition 2 on appeal APP/Y3940/W/15/3006435 to remove the personal condition and allow occupation of the site by anyone who is a Gypsy and Traveller. It was noted that the hearing had concluded on 14th June 2022 and therefore no action was required.

 

2022/18                Finance

a)    The Bank Reconciliation and Financial Position Statement as at May 2022 had been circulated to members and was noted.

b)    The below listed payments were approved (proposed Cllr Curry, seconded Cllr Jackson).  Members held a discussion on the payments for the cutting of the playing field and it was agreed to convene a meeting with the Playing Field Committee to discuss the future arrangements for the grass cutting contract.

2022/19                Parish Council Accounts year ending 31st March 2022

a) Members received and considered the Internal Audit Report noting that the Council was in receipt of a clear audit for the year, reviewed its findings and confirmed the effectiveness of the system of Internal Control (proposed Cllr Curry, seconded Cllr Jackson).

b) Members prepared and approved Section 1: parts 2 and 3 (Annual Governance Statement 2021/22) of the AGAR (proposed Cllr Carey, seconded Cllr Curry).

c)  Members considered Section 2; parts 2 and 3 (Accounting Statements 2021/22) of the   AGAR.

d) Members approved, signed and dated Section 2; parts 2 and 3 (Accounting Statements 2021/22) (proposed Cllr Curry, seconded Cllr Jackson).

e)  The dates for the period of public inspection were set as Monday 27th June to Friday 5th August 2022.

 

2022/20                Neighbourhood Plan for Southwick

The Clerk reported that the funding bid to Locality had been submitted, further information had been sought and a decision was expected within the next few days.

2022/21                Correspondence

Wiltshire Council re: Southwick Allotments (correspondence previously circulated) -  members noted the background to the allotment provision in Southwick and determined not to accept the offer of the allotments from Wiltshire Council due to the ongoing costs involved in their management and maintenance.

 Cllr Porter re: Jubilee cinema event – Cllr Porter reported that a credit had been issued by the cinema company and members agreed to re-arrange this as soon as possible; potentially on the weekend of the Flower Show subject to their input.  Cllr Porter would liaise accordingly.

2022/22                Southwick Village News

The Chair reported that a new editor was in place and the aim was for an edition to be released in the autumn.

2022/23                Date of next meeting

Tuesday 19th July 2022 at 7.30 pm. It was noted that the Council would recess in August.

 

There being no further business the meeting was closed at 8.45 pm.
