DRAFT March MINUTES FOR SIGNATURE 27th APRIL 2021

 

Minutes of a virtual meeting of the Parish Council held on

Tuesday 16th March 2021 via Zoom at 7.30 pm.

 

Present: Cllr Noble (Chair), Cllr Carey, Cllr Clayton, Cllr Curry, Cllr Eaton, Cllr Heydon, Cllr Jackson and Cllr Pomeroy

In attendance: Nicola Duke (Parish Clerk), Wiltshire Councillor H Prickett and 3 members of the public.

 

Public Participation

Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern: None.

 

       AGENDA ITEM

 

2020/110    Apologies for Absence

Cllr Morland, due to inability to attend virtual meetings.  The apologies were noted.

2020/111    Declarations of Interest and Dispensations to Participate

None.

 

2020/112     Minutes of Council Meetings

 The minutes of the meeting of the Parish Council held on 16th February 2021 were approved for accuracy and adopted (proposed Cllr Carey, seconded Cllr Eaton).

 

      2020/113    Wiltshire Council Report

Motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett.

Cllr Prickett had circulated a report, which is appended to the minutes.  He further reported that Hoopers Pool to the A361 would be closed on 22nd March 2021 for one day to deal with a collapsed sewer. Information on this road closure had been circulated to members prior to the meeting.

Cllr Clayton asked Cllr Prickett for an update on the potential of moving/reducing the 40mph limit on the Bradley Road between Southwick and North Bradley.  Cllr Prickett reported that this road was made the A361 (in error) some time ago and was therefore now listed as a primary route.  Any proposed changes would require liaison with the Department of Transport, which was a lengthy process. He confirmed that a reduction in the speed limit would be worked on however, this was not likely to succeed.  Cllr Carey reported that the volume of traffic using the A361 through the village had greatly increased over the last ten days.

Cllr Pomeroy asked about the proposal for a footpath to be installed to the Farm Shop, which was required due to the increase in foot traffic to the shop.  Cllr Prickett asked for photographs and maps which he would take to County Hall to progress this.  Cllr Carey confirmed he had taken some photographs, which he would forward to Cllr Prickett. He suggested that the proposed location of the footpath be adjusted to 15ft nearer to North Bradley to link with the existing footpath and stile.  He would provide Cllr Prickett with the appropriate maps.  Cllr Prickett asked for members to note that this would not be taken forward until after the elections in May 2021.

Motion to re-convene.

 

      2020/114    Highways/Environment

a)       To receive reports from Councillors on matters of concern and to decide what action, if any, to take:

a.        Cllr Pomeroy reported that the Lamberts Marsh triangle stone in the centre of the road required repair.

b.       Cllr Carey reported that the stile for access to Footpath 37 at Mutton Marsh Lane from A361 had been recently moved 15 yards further north in the direction of farmhouse. Whilst this did not affect Footpath 37 it did change the orientation of Footpath 36, now taking it through private garden rather than fields. The Clerk was asked to write to Wiltshire Council to report this and Cllr Carey would provide full details.

b)         Highways and Traffic – the Clerk reported that the highways improvement request form had been submitted to Wiltshire Council (February minutes refer). A copy of the submission would be circulated to members with the draft minutes.

c)          Dog Warden – the Clerk reported that the Dog Warden had scheduled a parish visit (February minutes refer). The signs referred to at the February meeting had also been ordered and would be delivered to Cllr Eaton shortly.

d)         Litter bins – members considered the locations for the installation of additional litter bins and noted the supply and installation quotes obtained by the Parish Clerk as £120.08 + vat for a dog waste post mounted metal lined bin, £61.62 + vat for a multi-use post mounted, plastic lined bin and £552.70 + vat for a metal waste floor mounted, metal lined bin.  It was agreed to purchase six multi use post mounted bins for installation by Idverde, with the annual cost of emptying each bin being noted at £159.00.  The Clerk would obtain a map of current bin locations and add to the April agenda to agree locations for the new bins. Cllr Heydon had provided a report on the village environment, which it was agreed would be taken forward after the elections in May 2021.

e)         Vehicle Access – Scotland & Ireland – Cllr Eaton reported on an issue with delivery vans using the bridleway as an entrance and exit to Scotland & Ireland, which was damaging the grass verges.  It was clarified that the road was unadopted and unmaintained and should not be accessed in this way.  The residents had asked for improved signage to make this clear and North Bradley PC had written to WC in support of this request.  It was agreed that Southwick PC would do the same. 

 

      2020/115    Planning Applications, Decisions and Consultations

Members considered the below planning application:

21/00889/FUL - 74 Southfield Southwick BA14 9PW - Replace an existing front porch with a new extension comprising porch and garage extension – No objection.

 

To receive and consider planning applications received after the issue of the agenda (where the response time fell outside of the meeting schedule and an extension cannot be obtained) -  None.

 

Planning Decisions

The below decision was noted:

20/11421/FUL - 44 Hollis Way Southwick BA14 9PH - Proposed two storey side extension & single storey rear extension - Approve with Conditions

Cllr Pomeroy commented that the Parish Council was not always informed on planning decisions by Wiltshire Council.  This was noted.  Cllr Carey suggested that a table be developed to list all the planning applications, the PC’s comments and the Wiltshire Council decisions.  This could then be published on the parish website.  The Clerk would commence this immediately and backdate to the start of the municipal year.

 

      2020/116    Finance

a)          The Bank Reconciliation and Financial Position Statement as at 28th February 2021 was received and noted (previously circulated).

b)         Members considered a grant request from Busy Bees for £2,000 towards the cost of repairing the roof (project cost £25,000) and the Chair confirmed the details supporting the grant application. Cllr Carey proposed that this be granted, seconded by Cllr Clayton. This proposal was put to the vote and fell.  Cllr Curry proposed £1,000 be awarded as grant from the PC funds.  This was seconded by Cllr Pomeroy and resolved.  Cllr Carey proposed that £1,000 be further granted from the Community Solar Fund, this was seconded by Cllr Clayton and resolved.  It was confirmed that funds would be made available to Busy Bees, when it was in receipt of sufficient funds to proceed.

c)          Members received a report on the works carried out at the Village Hall (towards which the PC granted the sum of £1,000), noting that an article had been published in the next Village News reporting on the project and its completion.

d)         The below listed payments were approved (proposed Cllr Curry, seconded Cllr Clayton).  Cllr Carey commented on the excellent value for money provided by XYZ Web Services.

2020/117    Parish Council Accounts Year Ending 31st March 2021 (reports previously circulated)

Members addressed administrative tasks relating to the preparation and submission of the accounts year ending 31st March 2021 including:

a)       Appointment of the Internal Auditor – Mr Simon Pritchard was appointed (proposed Cllr Carey, seconded Cllr Clayton).

b)      Confirmation of scope of Internal Audit – approved as circulated by the Clerk (proposed Cllr Clayton, seconded Cllr Curry).

c)       Review of Earmarked Reserves – approved as listed (proposed Cllr Eaton, seconded Cllr Jackson).

 

2020/118    Governance Reviews Year Ending 31st March 2021 (reports previously circulated)

Members carried out the reviews of governance documents for year ending 31st March 2021 including:

a)       Review of the Risk Registers – adopted (proposed Cllr Carey, seconded Cllr Clayton).

Review of the Fixed Asset Register – the Chair noted that the Register located in the records was some years old and required adjustments.  It was agreed that the Chair would work with the Clerk to amend the Register and report back to the April meeting of the Parish Council. 

 

2020/119            Neighbourhood Plan Steering Group

Cllr Eaton reported that Wiltshire Council was working through the Regulation 16 process.

 

2020/120            Councillor reports - for information only.

 

Cllr Curry – reported that residents at Church Street and Chapel Close were leaving bins in the road, rather than in their driveways, which was obstructing emergency vehicle access. It was agreed that the Clerk would clarify the ‘rules’ with Wiltshire Council with a view to carrying out a leaflet drop.

 

Cllr Noble – asked members for any work for the Parish Steward and the following was reported:

A repair was required on the pavement before the post box in Blind Lane

Repairs were needed to the pathway from Blind Lane to Wesley Lane and from Wesley Lane corner to Rode Common Farm

 

The Chair reported that there had not been a response to a recent letter written to residents of 78 Southfields regarding overgrown vegetation.  The Clerk would write again.

 

Cllr Carey – reported on a new entrance which had been completed at the gypsy site facing onto Poplar Tree Lane.  The Chair confirmed that she was aware of this and it had been reported to both Wiltshire Council and the Police.

 

Cllr Clayton – asked for any update as to the current status of the site at 100 Frome Road.  The Clerk would endeavour to obtain an update from Wiltshire Council.  

 

2020/121     Correspondence

Southwick Baptist Church re: thank you for grant (previously circulated) – noted.
