Draft Minutes of a meeting of the Parish Council held on

Tuesday 16th November 2021 at 7.30 pm in the Village Hall.

Present: Cllr Eaton (Chair), Cllr Noble, Cllr Jackson, Cllr Watson, Cllr Carey, Cllr Prickett, Cllr Porter and Cllr Hayden.

In attendance: N Duke (Parish Clerk) and 1 member of the public.

 Public Participation

Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern:

·         A resident reported that some of the overgrown hedges mentioned at previous meetings had now been attended to, although some work was still required at properties at Orchard Drive and the end of Southfields.  Cllr Noble reported that she and Cllr Curry had carried out a walk round and asked residents to attend to overgrown vegetation. The resident further reported issues with parking at the Old Post Office and Wynsome Street where vehicles were causing obstructions.  This was noted and would be reported.

 2021/82                Minutes of Council Meetings

 The minutes of an ordinary meeting of the Parish Council held on 19th October 2021 were approved for accuracy and adopted (proposed Cllr Jackson, seconded Cllr Porter).

2021/83                Wiltshire Council Report

Cllr Prickett reported the following:

·           The initial consultation for Southwick Court had now closed and information from WC on the formal consultation period would follow shortly.

·         A resident had contacted him to express concern about the overgrown trees at Firs Hill, which were obstructing the street lighting. The grass in the area also needed cutting.  This would be reported to WC and raised with the Parish Steward.

2021/84                Highways/Environment

a)     To receive reports from Councillors on matters of concern and to decide what action, if any, to take:

a.        Cllr Watson reported on behalf of Cllr Snell that the road sign for Hoopers Pool had still not been re-instated and the dangerous manhole cover reported at the previous meeting had still not been repaired.  Cllr Prickett undertook to raise these matters with WC.

b.       Cllr Watson reported that the crossing lights on Frome Road to the shop were not working correctly.  This would be reported to Highways.

c.       It was noted that the road markings referred to in the October meeting had now been partially completed.

b)    Highways and Traffic – to receive any updates on outstanding matters and raise any new issues requiring action; including any report from CATG:

a.       Cllr Prickett reported that the plans to install a pedestrian crossing to the farm shop were still listed as a CATG project.

2021/85                Planning Applications, Decisions and Consultations

 18/10035/OUT - Land to the south of Church Lane Upper Studley Trowbridge Wilts - Outline application for residential development (up to 55 dwellings) with the creation of new vehicular access off Frome Road and removal/ demolition of all existing buildings (all matters aside from the formation of the new vehicular access are reserved) – It was resolved to submit the PC’s previous comment.

 To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).

 20/00379/OUT – Land South of Trowbridge, Southwick, Wilts – Outline planning permission with all matters reserved except access for the erection of up to 180 residential dwellings (Use Class C3); site servicing; laying out of open spaces and associated planting; creation of new roads, accesses and paths; installation of services; and drainage infrastructure – Deadline for comment 7th December 2021 – Given the late receipt of the planning application it was agreed to refer this application to a Planning Only meeting of the PC to be held on Tuesday 7th December 2021.

 Planning Appeal

 INSPECTORATE REFERENCE: APP/Y3940/W/19/3229836, 3229843 & 3229845 - PLANNING APPLICATION REF: 18/07022/FUL, 18/07033/FUL & 18/07423/VAR - Land East of The Poplars Residential Park, Poplar Tree Lane, Southwick, Trowbridge, Wiltshire, BA14 9NB - Use of land for the stationing of caravans for residential purposes and the erection of a stable – to receive notification of scheduled date for hearing 9th December 2021 County Hall, Trowbridge (correspondence previously circulated). The information was noted and Cllr Prickett advised that he would attend the hearing.  It was resolved to write to the Planning Inspectorate to re-iterate the PC’s standing objections to the development at the site.  Cllr Prickett reported that enforcement officers were dealing with health and safety and environmental issues at the site.  The Chairman undertook to liaise with WC to establish what progress, if any, had been made in dealing with outstanding enforcement issues.

2021/86                Commons Act 2006 – Section 15 (1) and (2) -2020/02TVG - Application to register Southwick Court Fields as a town/village green (information previously circulated).

Members had been provided with notification that Wiltshire Council are in receipt of an application to register land at Southwick Court Fields, Southwick and North Bradley as a town or village green.  Following debate, it was agreed to refer this item to the Planning Only meeting of the PC scheduled for 7th December 2021.

2021/87                Finance

a)    The Bank Reconciliation and Financial Position Statement as at 31st October 2021 had been circulated to members and were noted.

2021/88                Strategic Plan for Southwick

Notes of an informal Zoom meeting held on 11th November 2021 had been circulated to members and were noted.  The outcomes were confirmed as:

 ·         Cllr Porter would lead on a village event, which will tie in with the planned Platinum Jubilee weekend. It was agreed that this would be a ‘festival’ type event.

·         Cllr Eaton would lead on the recruitment of a new editor for the newsletter. It was agreed that the primary delivery method for the newsletter would be electronic and the newsletter would be issued quarterly.  The Clerk was asked to obtain examples of other village newsletters for review.

·         Cllr Carey and Cllr Eaton would lead on the review of the current website, with a view to making it more user friendly.

·         Cllr Carey and Cllr Clayton would continue to lead on highway matters, with Cllr Prickett taking the lead on issues relating to the potential Westbury bypass.

·         It was agreed that an Emergency/Business Continuity Plan would be developed and the PC would engage with Wiltshire Council in the first instance.

·         It was agreed that an informal monthly zoom meeting would be held to drive the delivery of the Strategic Plan forward.

The Chairman commented on the constructive nature of the meeting, confirming that further meetings would be held to drive the delivery of the Strategic Plan forward.

2021/89                Correspondence

2021/90               Date of next meeting

Tuesday 7th December 2021 at 7.30 pm in the Village Hall- Planning Only. 

There being no further business the meeting was closed at 8.15 pm.
