SOUTHWICK PARISH COUNCIL Chairman – Cllr. K Noble Minutes of the meeting of Southwick Parish Council held in the Village Hall, Southwick at 7.30pm on Tuesday 20 September 2016 Present Cllr. H Prickett attended. There were twelve members of the public present initially. 1279. Welcome and Introductions. The Chairman welcomed everyone to the meeting. 1280. Clerk to the Council. The Council resolved to appoint Leon Karas as the new Clerk to the Parish Council and for him to take up the post from1 October 2016. 1281 Apologies. Apologies for non-attendance were received from Cllr. Carey. 1282. Declaration of Interests. There were no interests declared. 1283. Minutes of the Ordinary Parish Council Meeting held on 19 July 2016 The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1284. Minutes of the Extraordinary Parish Council Meeting held on 9 August 2016 The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1285. Community Policing Team (CPT). a. The CPT had sent a written report to the Clerk prior to the meeting. The Clerk stated that he had sent the full report to all councillors before the meeting. The Clerk read out the part of the report relating to ‘local issues’ as shown below, in italics: CURRENT SECTOR SERIES Crime Exceptions are the volume of crime that exceeds the levels we would expect over a specified period. This is based on evaluation of data, over like to like periods historically. There has been an increase in reports crimed as ‘Violence against the person’ throughout the months of July and August, although still within the limits that we would expect to see. A third of these reports relate to one particular location, and the matters will be dealt with by that organization, rather than the police. There have no reports of Dwelling or Non Dwelling Burglary in August. Assault 22/08, St. Mary’s Gardens- Known suspect hit the reporting person several times, and then stamped on his bicycle. Criminal damage 26/08, Wesley Road- Scratches have been made with a sharp implement to a vehicle parked in the street. Burglary 03/09, Frome Road- Unknown suspects broke into house via side window and made an untidy search. Nothing of high value stolen. Theft 11/09, Hooper’s Pool- Unknown suspect stole a chainsaw from a building site. Other 15/09, Hoggington Lane- Six youths in a field chasing horses and throwing things at them. 29/08, Frome Road- Concern for safety for a young male sat in the middle of a roundabout; later detained under section 136 MHA. Cllr. S Jones stated that this was the third reported incident of youths chasing horses and as in previous cases the police appear to have taken no action.
1286. Wiltshire Council Report. Cllr. Prickett gave a brief report on the following topics:
1287. Highways/Environment. a. The Clerk reported that he had still not received any correspondence or further information from Selwood Housing in respect of Arnold Noad Corner/Hoggington Lane since the site meeting. The Clerk was asked to contact Selwood Housing again and to also make enquiries regarding the ‘missing’ streetlight that had previously been removed. b. Cllr. Morland stated that he considered the Freight Priority and Assessment Mechanism report issued by Wiltshire Council very unsatisfactory. He argued that the Report did not set out the full facts for a decision on the ‘preferred’ Freight/Heavy Goods Vehicle route for such traffic in the Southwick area. He commented that the proposed route via the C234 (Wynsome Street) was most unsatisfactory and that this proposal to use this road was as a direct result of weight restrictions placed on other roads - especially in Corsley and the Westbury railway bridge. Cllr. Morland added that in his view the A361/A363 through Trowbridge was to be preferred and, if necessary, these roads should be upgraded to take the freight traffic. He stated that ‘C’ classification roads, such as the C234 were not designed to take heavy freight traffic unlike ‘A’ classification roads that were designed for freight traffic. He suggested that Wiltshire Council review the current weight restrictions with a view to relaxing them to allow freight traffic to use alternative, more suitable, roads. Councillors agreed with the views expressed by Cllr. Morland and commented that the C234 road is already showing serious signs of damage. The Council resolved that the following comment is sent to Wiltshire Council (Laura Gosling): Southwick Parish Council resolved that Freight/Heavy Goods Vehicle traffic should be directed along the A361/A363. These roads were designed to take freight traffic and, if necessary these roads should be upgraded to fulfill their designated role. The C234 road is NOT a suitable alternative route. It is a country lane. Existing weight restrictions on alternative routes should be examined with a view to ensuring that the C234 is not used as a Freight/Heavy Goods Vehicle route. c. Cllr.J Jones reported the burning of waste at the site of 100 Frome Road. She also reported that the problem of car parking in Hollis Way during school in-muster and out-muster times was very serious with double parking in evidence and some car drivers who were clearly distressed. 1288. Finance a. The Clerk reported that he had received the completed Annual Return for FY2015/16 from the External Auditor confirming that all matters were satisfactory and added that there were no matters that had to be brought to the attention of the Parish Council. He presented the Annual Return to the Chairman and Council to confirm this fact. On behalf of the Parish Council, the Chairman thanked the Clerk for his conscientiousness. Clerk’s Note. The Council note a request for further information regarding the balance of some £56,000 held by the Council and the Clerk was requested to provide the following details: PC Budget FY2016/17 Payments - £21,655.00 (Budget agreed at PC Meeting 19/1/16) Solar Farm Community Fund - £19,993.00 (Subject to Grant applications) Playing Field Deposit (Not PC Funds) - £14438.08 (Playing Field Management Committee Discretion – £7959.43 spent to date) -------------- £56,086.08 At FY16/17 Year end it is anticipated that a balance of £15812.72 will be carried forward (excluding Solar Farm Community Fund and Playing Field Deposit).
The Clerk reported that the current financial position at 31 August 2016 was as follows:
b. The Council resolved that the process for the disbursement of the Solar Farm Community Fund is to remain unchanged. However, councillors note that the closing date for applications was 31 October 2016 and requested that copies of applications received are sent out with the Agenda papers for the November meeting and that applicants are invited to that meeting to provide details of their respective applications. c. The Clerk reported that, to date, two applications had been received, both in respect of the Village Hall. d. The Council resolved to make the payments shown under ‘Accounts due for payment’ above. The Council resolved that the Local Council Administration Book (latest edition) by Charles Arnold Baked be purchased for the new Clerk to assist him in his duties. 1289. Planning a. The Clerk reported that the current status of extant planning applications was as follows:

c. There were no planning applications received after 13 September 2016. d. Cllr. Pomeroy reported that he had been informed that a building with a pitched roof was being constructed in Orchard Drive without planning permission. Clr. Pomeroy stated that he would investigate this report. Cllr. Morland explained that the failure of Wiltshire Council to detail a five year housing supply in the Wiltshire Core Strategy meant that the influence of a Neighbourhood Plan on local planning policy was negligible and instead the ‘sustainability’ requirement in the National Planning Policy Framework took precedence. He was waiting for Wiltshire Council to clarify its position. He added that in respect of the SHLAA it would be helpful to learn of the various constraints on development in respect of each of the identified SHLAA areas, although there is no clear opinion yet from Wiltshire Council regarding possible development plans. Notwithstanding these views, the Parish Council resolved to invite Mr King to the next meeting of the Parish Council – refer to Minute 1286 above. Cllr. Morland enquired whether the occupant of 100 Frome Road had lodged an appeal against his Enforcement Notice. The answer to the question was unknown. The Council resolved to request Cllr. Prickett to ‘call in’ the planning application relating to Wren Farm when the application number is known. 1290. Wiltshire Council - Parish Emergency Assistance Scheme (PEAS). The Parish noted this scheme and resolved not to participate. 1291. Website. The Council resolved that the following items be placed on the website:
1292. Members Reports. Cllr. S Jones – The current performance and attendance of the local policing team at Parish Council meetings is very poor. There were no other reports. 1293. Clerk’s Report. a. The Clerk stated that he had nothing to report except to comment that he was very pleased that a new Clerk had been found and that he was confident that Mr Karas would undertake his duties conscientiously and prove to be an asset to the Council. b.
