SOUTHWICK PARISH COUNCIL Chairman – Cllr. K Noble Minutes of the meeting of Southwick Parish Council held in the Village Hall, Southwick at 7.30 pm on Tuesday 15 September 2015 Present Cllr. D West Roger Coleman (Clerk) Wiltshire Council Cllr. Horace Prickett attended. PC Mark Hough and PCSO Ellie Porter, Neighbourhood Policing Team attended (Part-time). There was one member of the public present. 1112. Welcome and Introductions. The Chairman welcomed everyone to the meeting. 1113 Apologies. All councillors were present. 1114. Declaration of Interests. There were no interests declared. 1115. Minutes of the Ordinary Parish Council Meeting held on 18 August 2015 The Parish Council resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes. 1116. Standing Orders. The Council resolved to amend Standing Order ‘STANDING ORDERS FOR PARISH COUNCIL MEETING dated 17 May 2011, Issue 1’ as follows: ‘A seconder is required for each motion proposed prior to a vote being taken by the Parish Council except for motions proposed by the Chair’. 1117. Neighbourhood Policing Team (NPT). a. PC Mark Hough of the Neighbourhood Policing Team (NPT) had sent the Clerk a written report prior to the meeting (shown in italics). PC Hough read out his report at the meeting thus: There were 67 rural occurrences over the past calendar month of which only 5 were in the parish. 1 of these was a crime. An excellent month Anti-Social Behaviour – 1. 15/8 Frome Rd - Ongoing issue with neighbour being abusive towards her over parking issues. Words of advice given Burglary - 0. Theft – 0. Violence – 0. Domestic matters – 0. Damage – 0. 11/9 Orchard Drive - Suspect has slashed 2 tyres of victims vehicle using unknown sharp instrument causing damage. No suspects but enquiries ongoing Suspicious incident – 0. 8/9 Goose St - RP has received an email to try and gain money as part of a scam. It appears that her e-mail was hacked and she has been given advice Traffic – 0. 9/9 Hoopers Pool. Male stopped in vehicle. Reported for being disqualified from driving. 24/8 Goose St – RTC – Slight injury head on crash. One vehicle crossed carriageway and collided with other. Other matters.

The NPT Team (PC Hough) stated that following reports of anti-social behavior and vandalism of play equipment at the Playing Field he would increase his patrolling of that area. 1118. Wiltshire Council Report. Cllr. Prickett reported the following:
1119. Highways/Environment. a. This matter was addressed at Minute 1118 above. b. Cllr. Pomeroy reported that the overgrown hedge at Church Street had not been cut back despite polite requests from the Parish Council. The Council resolved to request Wiltshire Council to take action. The Clerk drew the attention of the Council to a request from Wiltshire Council for the Parish Council to confirm its support or otherwise for the outstanding request for a weight limit for vehicles at Blind Lane. The Clerk was asked to place this subject on the Agenda for the next meeting. Councillors considered the Habitats Regulations Assessment consultation in relation to Licence Block ST85 and resolved that it would be left to individual councillors to make appropriate responses. Cllr. Morland stated that there was an item entitled ‘Trowbridge Open Space Survey’ on the Agenda for the Trowbridge Area Board meeting to be held on 17 September and that he was keen that Southwick Country Park is highlighted as an important open space to protect. The Council reiterated its full support for Southwick Country Park. He Chairman reported that Community Days have ceased and that a new contractual arrangement for ‘street works’ has been introduced by Wiltshire Council. It is necessary now to report any defects and required work via the Wiltshire Council app or by telephone. 1120. Finance a. The current financial position at 31 August 2015 was reported as follows:
b. The Council resolved to make the payments shown under ‘Accounts due for payment’ above including two payments to Greenacres, each for £282.68 – July and August Playing Field maintenance. 1121. Planning a. The Council noted the current status of the following planning applications:
b. The Council examined the following planning applications and resolved to send comments to Wiltshire Council as shown (in italics):
The Parish Council supports this planning application subject to the following conditions: The roof material is to be green, not grey. The drock is to be cleared and the proposed pipework must be adequate for the purpose. The use of floodlights is to be restricted – inward facing and operating no later than 8pm – to prevent affecting the neighbours amenity and privacy.
The Parish Council supports this planning application. c. The Clerk reported that no further planning applications had been received. d. The subject of the Community Governance Review was addressed under Agenda item 1118. e. The Council noted the invitation from North Bradley Parish Council to establish a joint sub-committee to ensure that any subsidy arising from the approved Solar Farm planning application (15/04570/FUL) would be forthcoming. Cllr. Carey confirmed that arrangements had already been agreed with the developer to ensure that Southwick Parish Council received the agreed sum, although it was the intention of the Parish Council to discuss possible joint projects with North Bradley Parish Council that could benefit from some of the monies received. The Clerk was asked to contact the Solar Farm developer and to obtain details as to how, and when, the monies will be paid to the Parish Council. Cllr. Carey reported that Wiltshire Council is currently investigating the second-hand shop (ex-Helibeds) with the large pavement display for compliance with extant planning permissions. Cllr. Morland reported that new planning guidance had been issued in respect of Gypsy and Traveller developments that may be relevant when considering future related planning applications. Cllr. Carey asked that the subject of the Wynsome Street laybys and the request by the Parish Council for waiting/parking time limits be placed on the Agenda for the next meeting. Meanwhile, the Clerk was asked to contact Wiltshire Council and to establish the ownership of those laybys. 1122. Website. Cllr. Carey explained the background to the decision to place the contract for the development and management of the Parish Council website to XYZWeb Ltd and he quoted the various Parish Council minutes that underpinned that decision. Cllr. Grant stated that the website was not being used despite assurances to the contrary from Cllr. Carey and that it totally failed to engage with the parishioners of Southwick. She commented that the website was being ignored and that it was a wrong decision to select XYZWeb Ltd. Cllr. Grant stated that her comments were being totally ignored by Cllr. Carey and following a brief exchange with Cllr. Carey on an unrelated matter she left the meeting. Cllr. S Jones said that he supported some of the views expressed by Cllr. Grant and he stressed the need to establish two-way communication with the parishioners, especially the youngsters and he stated that the current website does have shortcomings. Cllr. Carey commented that the website could be used more inter-actively and that a further development could be the introduction of Facebook and Twitter accounts. He added that in response to comments made, more contemporary content could be added to the website, such as current issues facing the Parish. There followed a discussion on the type of articles that could be added. The Parish Council resolved that at the end of each Parish Council meeting the Parish Council would decide what needed to be added to the website and that Cllr. Carey would be responsible for passing this information to XYZWeb Ltd for inclusion on the website. 1123. Southwick Village News. The Council resolved that the next issue of the Southwick Village News would be published in late November and that it would be a ‘bumper’ Christmas issue and that issue would carry an advertisement for a new Editor. 1124.
