1140. Welcome and Introductions.
The Chairman welcomed everyone to the meeting.
1141 Apologies.
Apologies for non-attendance were received from Wiltshire Council Cllr. Horace Prickett.
1142. Declaration of Interests.
The following interests were declared:
Cllr. Doel – Agenda item 8a (Flooding at Scotland/Ireland).
Cllr. West – Agenda item 8b (Wynsome Street laybys).
1143. Minutes of the Ordinary Parish Council Meeting held on 20 October 2015.
The Parish Council resolved that the following corrections be made:
Minute 1130b, 2nd line: Delete ‘insist’. Insert ‘suggest’.
Minute 1130b, 3rd line: Delete ‘Un’. Insert ‘In’.
The Parish Council then resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes.
1144. Standing Orders.
The Council resolved that Standing Order ‘STANDING ORDERS FOR PARISH COUNCIL MEETING dated 15 September, Issue 2’ is to be amended to read as follows:
‘A seconder is required for each motion proposed prior to a vote being taken by the Parish Council’.
1145. Neighbourhood Policing Team (NPT).
a. PC Hough of the Neighbourhood Policing Team (NPT) had sent the Clerk a written report prior to the meeting (shown in italics). The Clerk read out his report at the meeting thus:
Current Priorities
Our Control Strategy has been created to describe the current and emerging threats that are of the greatest impact to our Communities. This is set annually following the analysis of threats, harms and risks.
Cyber Crime – Our PCSO’s have been visiting the local Primary Schools to deliver lessons on how to stay safe online. The Trowbridge Volunteer Cadets have visited a number of stalls and handed out leaflets to the Community with information.

Anti-Social Behaviour – 3.
16/10, Wynsome Street- Unknown suspects tied a bag around cat’s neck which was removed by a neighbour and the cat was ok.
19/10, Hoggington Lane- Five unknown youths have entered a field and thrown sticks and acorns at foals, but left when approached by the land owner.
01/11, Frome Road- Dispute between neighbours over parking and dogs barking.
Burglaries or Thefts – 0.
Criminal Damage – 1.
22/10, Chantry Gardens- Damage caused to car wing mirror by known suspect. No formal complaint. advice given
Violence – 1.
01/11, The Mowlems- Known suspect assaulted male. Matter under investigation.
Traffic – 5.
22/10, The Mowlems- Reporting person’s garage obstructed by a car. Issues between neighbours
29/10, Frome Road- RTC Car vs. Motorcycle. No injuries moped failed to stop. No details.
01/11, Frome Road- RTC, male broke back after colliding with tree. Took out village sign?
10/11, Goose Street- Vehicle seized due to lack of insurance
12/11, Bradley Road- Vehicle stopped, found to have no insurance or MOT and the driver without driver’s license.
b. The following areas of concern were reported by councillors:
The Clerk was asked to contact Wiltshire Council and to request a progress report on the enforcement action at 100 Frome Road.
1146. Wiltshire Council Report.
Cllr. Prickett provided the following written report and his latest comments (the latter shown in italics – at 1, 2, 3, 4 and 5). The Clerk read out the comments by Cllr. Prickett (shown in bold):
Several meetings have now taken place with the highways team (culvert below the Southwick-NB road), Environment Agency (areas of responsibility), the Portfolio Holder for Flooding (Jonathon Seed), Cllr Doel (maintenance of drainage pond and pipe) and other residents of Scotland/Ireland. Some maintenance work has also been already carried out downstream from the houses to clear ditches, improve drainage and the watercourse. The legal team are examining the ‘areas of responsibility’ for maintain the entire watercourse though Scotland/Ireland
The next date for the Governance Review meeting is the 24th. Nov. Attendance by someone from Southwick might be useful and informative regarding any future threats to the parish from an ‘expansionist’ Trowbridge.
Following my request, Southwick Division has now been awarded a SID by the county. This is to be shared between North Bradley, West Ashton and Hilperton as well as your council. By agreeing to this we have been put at the top of the list for provision and this will also reduce the running costs.It is to be collected as soon as convenient.A parish member needs to attend with me to take possession of the device and receive approx. half an hour’s instruction on its operation and maintenance. Can I please be emailed as to some dates when a councillor would be available to attend with me for collection?
The Clerk was asked to place the subject of ‘Neighbourhood Planning’ on the Agenda for the January meeting.
Councillors noted the comment by Cllr Pricket in respect of a Neighbourhood Plan for the three parishes of Southwick, West Ashton and North Bradley and foresaw difficulties in developing such a plan. It was agreed that the subject of a Southwick Neighbourhood Plan would be on the Agenda for the January Parish Council meeting.
1147. Highways/Environment.
a. Flooding Investigation at Scotland/Ireland: This matter was addressed at Minute 1146 (2) above.
The Parish Council noted that there were no houses affected in the Parish of Southwick and resolved that no further action need be taken.
b. Wynsome Street laybys – Cllr. Carey explained the background to the decision of the Parish Council to request Wiltshire Council to impose waiting time restrictions at these laybys and he reminded the Council that the current, agreed, policy was for the Council to request the Community Area Transport Group (CATG) to support this request. The Parish Council confirmed that the policy remained unchanged and Cllr. Carey agreed to attend the next CATG meeting to make that request.
c. Speed Indicator Device (SID) - This matter was addressed at Minute 1146 (5) above. Cllr. Noble agreed to be the Parish Council contact to collect the SID and to attend the training.
d. Weight Limit – The Parish Council resolved that the request for a Weight Limit at Blind Lane should remain on the Wiltshire Council Freight Assessment and Prioritisation Mechanism (FAPM) list.
e. Cllr. Pomeroy stated that the various matters of concern that he had reported at previous meetings had not been addressed. He added that these included the overgrown hedge at Church Lane and the poor state of the entrance to School Lane. Cllr. Noble stated that she had reported these matters to Wiltshire Council.
Cllr. Noble reported that the Parish Steward Scheme is to be re-introduced in April 2016.

b. The Council noted the Financial Forecast and resolved that no action need be taken.
c. The Council resolved to make the payments shown under ‘Accounts due for payment’ above. The Council resolved to make the additional payments: £195 to M J West (Caretaking), £50 as an Honorarium to Raye Johnson and £825 to Doveton Press. The Clerk confirmed that the cheque to Doveton Press replaced that previously issued to (and now cancelled) to Birdie Golf.
The Clerk was asked to write a letter of thanks to Raye Johnson for her work in ensuring that the current issue of the Southwick Village News could be published.

1150. Website.
At the suggestion of Cllr. Carey, the Parish Council resolved that the financial details of the website and the Clerk’s bi-monthly Parish Council report are to be placed on the website. The Council also resolved that details of Southwick Country Park are also to be placed on the website.
In order to clarify matters Cllr. Carey stated that the Parish Council owned the website name, whereas the website is owned by XYZ Web Ltd.
1151. Freedom of Information.
The Clerk confirmed that he had provided the requested information in response to the latest Freedom of Information request.
1152. Members Reports.
Cllr. Noble – A letter of resignation had been received from Zoe Grant. The Clerk stated that he is now required to inform Wiltshire Council.
Cllr. Noble – A parishioner has offered to become the new Editor of the Southwick Village News and that there is a request for the purchase of Microsoft Publisher and other ‘set-up’ costs totalling £60. The Clerk was requested to place this matter on the Agenda for the next meeting.
Cllr. Pomeroy – He expressed his thanks and those of the Parish Council to Cllr. Noble for ensuring that the current issue of the Southwick Village News was produced.
Cllr. Noble – A Community Resilience Forum is to be held by Wiltshire Council and asked any councillor interested in attending the meeting to contact her.
Cllr. Noble – The letter from North Bradley Parish Council to Heywood Church PCC and copied to Southwick Parish Council was read out to the meeting and was noted by councillors.
