The Chairman welcomed everyone to the meeting.

1157. Minutes of the Ordinary Parish Council Meeting held on 17 November 2015
The following amendment was agreed:
Minute 1152 ‘Members’ Reports’: Add the following:
‘Cllr. Pomeroy thanked Cllr. J Jones for laying the wreath on behalf of the Council at the St Nicholas Church Remembrance Parade’.
The Parish Council then resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes.
1158. Neighbourhood Policing Team (NPT).
a. The following report (shown in italics) was sent to the Clerk prior to the meeting:
The Community Policing Team pilot has now completed its initial 10 week mark and the general feedback is positive. We should not underestimate the impact that austerity has and will have on the way that we work, but this does not diminish my commitment to deliver Local Policing that balances the threats, harms and risks that have been identified as having the greatest impact on our Communities. Feedback is essential in this regards and I encourage any views, positive or negative in this respect to be directed to our Feedback email address of feedback@wiltshire.police.uk .
Current Priorities
Linking in with the Control Strategy our current priority this month remains Cyber Crime. Cyber Crime is defined as “A criminal act which is carried out by using computers or the internet”. Last year over 12 million people in the UK were victims of Cyber Crime – that’s 1 in 5 of the population!
Our PCSO’s have continued to deliver Op Polite lessons to all of the local schools, ensuring that everyone is educated as to how best use the internet, and to prevent becoming a victim of crime.

Local Crimes
There has been a very low number of occurrences in the last month in Southwick, with a total of five. Out of the five occurrences, none of them have any community impact.
On the 14th November an unknown suspect keyed a vehicle on Frome Road, however no suspect has been identified and there has been no other similar incidents. On the 24th November a male was arrested for an assault on another male.
One incident which may be of interest involved a suspicious vehicle on Southwick Road on the 2nd December. There were two males in the van, which drove past the reporting person four times, driving very slowly. She believed that they may have been looking at her dogs, and following this she took them home. Dog owners/walkers should bear this in mind, and report any suspicious incidents to 101.

b. Councillors expressed disappointment at the lack of detail in the report and commented that the content was very general with no detailed crime reports. Councillors commented that the paucity of detailed information that related specifically to Southwick was to be regretted and that the previous style report was much preferred.
1159. Wiltshire Council Report.
Cllr. Prickett gave a report on the following topics:
1160. Highways/Environment.
a. in the absence of Cllr. Carey, the subject of the Wynsome Street laybys was deferred until the next meeting.
b. Cllr. S Jones reported that further fly-tipping had taken place in Hoggington Lane and that the situation is deteriorating.

b. The Council resolved to make a payment of £60 to A Johnson for the purchase of Microsoft Office 2013 to enable the Southwick Village News to be produced .

1162. Planning
a. The Council examined the following planning applications and resolved to send comments to Wiltshire Council as shown (in italics):

b. The Clerk reported that no further planning applications had been received.
c. The Council noted the Appeal lodged in respect of Rode Common Farm (Refusal of Planning application 15/05537/FUL) and resolved that the following comments (shown in italics) be sent to the Planning Inspectorate:
NB. These comments are those previously sent to Wiltshire Council in respect of planning application 15/05537/FIL.
d. The Clerk reported that Wiltshire Council had informed him that the Enforcement Team at Wiltshire Council are continuing to press the owner/agent to clear the site at 100 Frome Road. It was reported that progress has been made and the owner is keen to present this land as a candidate for the SHLAA scheme free of any Enforcement Notices and it is this which is driving his ‘clear-up’ operation. Wiltshire Council had added that there would be a significant improvement in the site by April 2016 and that regular visits by Enforcement Officers have added to the pressure on the owner/agent to clear the site. Cllr. Morland observed that the Parish Council had not endorsed any of the proposed SHLAA sites.
1163. Standing Orders.
The Council resolved to approve the Southwick Parish Council Publication Scheme, Issue 1, dated 15 December 2015.
The Council resolved to approve the Southwick Parish Council Data Protection Policy, Issue 1, dated 15 December 2015.
1164. Website.
Councillors discussed the correspondence received from a parishioner that related to the website name and the content of the website and, separately, the comments placed on the Village Grapevine website.
The Council requested the Clerk to reply along the following lines:
Website name and content.
To provide clarification regarding ownership.
To state the website content will increase as more information becomes available. The Parish Council report and details of Southwick Country Park are the latest additions to that already shown on the website.

To state that Mr Edwards (XYZ Web Ltd) is contracted by the Parish Council to manage and service the website. He is not a representative of the Parish Council and any comments he chooses to make to third parties are personal to him and are not the responsibility of the Parish Council.

1165. Members Reports.
Cllr. S Jones – The occupiers of Poplar Tree Lane Residential Park are continuing to blatantly flout the conditions of the extant planning permission. Representations have been made to Wiltshire Council Enforcement Team and inspections have taken place and further inspections are planned. The Enforcement Officers have stated that they will keep me informed of developments.
Cllr. Pomeroy – A tree in The Crescent has been felled and the hedge between the Bus Shelter and Hoggington Lane needs cutting back. Cllr. Noble stated that she would attend to the latter matter.
