Minutes of a virtual meeting of the Parish Council held on

Tuesday 20th October 2020 via Zoom at 7.30 pm.

 

Present: Cllr Noble (Chair), Cllr Jackson, Cllr Clayton, Cllr Curry, Cllr Eaton, Cllr Heydon and Cllr Pomeroy.

In attendance: Nicola Duke (Parish Clerk), Wiltshire Councillor H Prickett and one member of the public.

 

Public Participation – None.

 

          AGENDA ITEM

 2020/49          Apologies for Absence

Cllr Morland due to inability to attend virtual meetings, accepted.

Cllr Carey due to work commitments, accepted.

 2020/50          Declarations of Interest and Dispensations to Participate

Cllr Noble declared an interest in agenda item 2020/56c) as a member of the Village Hall Management Committee.

 2020/51          Minutes of Council Meetings

 The minutes of the meeting of the Parish Council held on 18th August 2020 were approved for accuracy and adopted (proposed Cllr Pomeroy, seconded Cllr Jackson).

 2020/52          Co-option of Parish Councillors

Members noted that the Parish Council was now able to co-opt two members as no election had been called for the casual vacancies.  Members referenced the adopted Co-option Procedure (previously circulated) and considered how to proceed given that in person meetings werer not possible at present due to Covid-19. Members noted that 6 expressions of interest had been received. Following debate, it was agreed that the co-option of councillors should be deferred until an in person meeting could be arranged.  In the meantime, the Parish Clerk would write to applicants to ask them to submit responses to the questions for candidates as contained in the Co-option Procedure.

 2020/53          Wiltshire Council Report

Motion to adjourn to receive a report from Wiltshire Councillor Horace Prickett. 

 Cllr Prickett had provided a report, which is appended to the minutes and was read out by the Chair.  Cllr Prickett drew attention to the relocation of the boundaries for North Bradley (with part of the parish being moved into Trowbridge), the need to respond to the Planning for the Future white paper and encouraged the PC to submit a response to the planning application for the incinerator at Westbury.

 Motion to re-convene.

 2020/54          Highways/Environment

a)      To receive reports from Councillors on matters of concern and to decide what action, if any, to take – Cllr Clayton drew attention to the road markings and signs which had appeared on Wynsome Street, which indicated that works were to take place.  He further mentioned a recent accident, involving damage to a telegraph pole.  Cllr Clayton also reported on a patch of grass at (Kath can you tell me where?) which was not being cut.  It was confirmed that this was not part of the Wiltshire Council schedule and Cllr Prickett offered to raise this with WC on the Council’s behalf.  The Chair reported that she would review which areas of land in the parish needed to be added to the schedule and report back. Cllr Clayton also mentioned the need to move the speed limit at the Brokerswood turning end of the parish and it was agreed that the Chair would send details to Cllr Prickett so he could raise this with Wiltshire Council.

b)       To receive an update from Cllrs Carey, Clayton and Eaton on issues relating to Wynsome Street -   this item had been covered under a) above.

c)      Members noted information from Wiltshire Council regarding the temporary closure of Blind Lane (previously circulated).

 2020/55          Planning Applications and Appeals

 20/08527/FUL - Dillybrook, Poplar Tree Lane, Southwick, Trowbridge, Wiltshire, BA14 9NB - Erection of an agricultural grain and general storage building in place of existing containers (resubmission of 20/03293/FUL) – It was agreed to resubmit the comments made for the original application.

 20/08155/OUT - White Haven Hoggington Lane Southwick BA14 9NR - 2 bedroom eco bungalow – Object on the grounds that the development is outside of the policy development limit, that the proposals represent over development of a small site and the development would create issues of traffic generation and highway safety.

 20/08212/FUL - 29, Wynsome Street Southwick BA14 9RG - Single storey rear extension to bungalow – No objection.

20/08185/PNCOU -  Grain Store, Dillybrook Business Park, Poplar Tree Lane, Southwick, Trowbridge, Wiltshire, BA14 9NB -  Notification for prior approval under Class R for a proposed change of use of an agricultural building to a flexible use for Storage and Distribution – Comment, that the Parish Council has concerns that the site may be used for commercial purposes, which would result in unacceptable traffic generation and create issues of highway safety.

 20/07707/FUL - Land adjacent to Three Pieces, Hoggington Lane, Southwick, BA14 9NR - Proposed reconstruction of agricultural stables, stys and animals pens to form a two-bedroom holiday cabin - Object on the grounds that the development is outside of the policy development limit and would create issues of traffic generation and highway safety.

20/08549/FUL - 48 Hollis Way, Southwick, BA14 9PH - Two-storey side extension, with single storey extension to rear - Support.

 Members considered planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).

20/08688/VAR – Tenacity, Hoggington Lane, Southwick - Removal of condition 4 of planning permission 19/06506/FUL (Erection of two dwellings (Revised version of application 18/05825/FUL)) – Objection, as any material change to the development should be considered via due process.

20/56              Finance

a)      Members received and noted the Bank Reconciliation and Financial Position Statement as at 30 September 2020 (previously circulated).

b)      The below listed payments were approved (proposed Cllr Curry, seconded Cllr Jackson).

c)      Members considered an application for a grant from the Solar Fund (details previously circulated) with Cllr Eaton taking the Chair due to Cllr Noble’s declaration of interest.  Following debate, it was resolved to grant the sum of £1,000 to the Village Hall towards the costing of replacing the kitchen (proposed Cllr Curry, seconded Cllr Jackson).

 2020/57          Neighbourhood Plan Steering Group

Cllr Eaton reported the following:

·      The regulation 14 consultation had closed at midnight on Monday 19th October 2020.

·      The consultation response had been good, with 2% of the population responding. 

·      He confirmed that all landowners and developers had been contacted as part of the consultation and responses had been received from some of them.

·      The consultation responses had now been sent to the Planning Consultant who would review them and make any necessary changes to the Plan, which would then be sent to Wiltshire Council for the next stage in the process.

·      It was noted that a Locality grant application was underway and the Parish Clerk would chase for an update.

 2020/58          Area Board Boundary Review Consultation

Members noted that the recommendation continued to include Southwick in the Trowbridge Area Board and expressed concern at the adjustments to the boundaries of North Bradley, noting their objection to any such boundary alterations in Southwick parish.

 2020/59          Councillor reports

None.

 2020/60         Date of next meeting

Tuesday 17th November 2020 at 7.30 pm.  Members to note that the arrangements for the meeting will be dependent on the current guidance from central government regarding Covid-19 – it was expected that this meeting would need to take place via Zoom.

 2020/61          Confidential Information

In view of the confidential nature of the business to be transacted at Agenda Item 2020/62 members resolved that the press and public be excluded from this part of the meeting (proposed Cllr Clayton, seconded Cllr Eaton).

 

Such a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960 Sec 1 (2), which states "A body may, by resolution, exclude the public from a meeting (whether during the whole or part of the proceedings) whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons stated in the resolution and arising from the nature of that business or of the proceedings; and where such a resolution is passed, this Act shall not require the meeting to be open to the public during proceedings to which the resolution applies.’’

 

2020/62          Staffing Matters

 

   A review of the Clerk’s Contract of Employment was carried out and it was resolved to adjust the hours to 35 per month (proposed Cllr Curry, seconded Cllr Jackson).

 a)       The annual salary review was carried out with reference to the recently adopted NJC salary scales and the Clerk’s hourly rate adjusted to £15.37, to be backdated to 1st April 2020.

 

There being no further business the meeting was closed at 8.40 pm.
