1003. Welcome and Introductions.
The Chairman welcomed everyone to the meeting.
1004. Apologies.
Apologies for non-attendance were received from Cllr. A Doel and Cllr. K Noble.
1005. Declaration of Interests.
There were no interests declared.
1006. Minutes of the Ordinary Parish Council Meeting held on 20 January 2015.
The following amendment was agreed: Minute 995 (last bullet): Replace ‘several’ with ‘severely’. The Parish Council then resolved that the minutes of this meeting were a true and accurate record. The Chairman signed the minutes.
1007. Neighbourhood Policing Team (NPT).
a. PC Mark Hough of the Neighbourhood Policing Team (NPT) gave the following report to the Parish Council:
There were 50 occurrences in the Trowbridge rural area of which only three were in the village. None of these were crimes. It goes without saying that this is the quietest period that I can remember.

Thefts - 0.
Violence – 0.
Domestic matters - 3.
No offences
Traffic – 0.
Other matters – 0.
No current series in the sector. No current priorities.
PC Hough stated that since this report had been compiled there had been a burglary at the Dunkirk Business Park.

PC Hough added that he had followed up a number of queries raised at the previous Parish Council meeting such as the vehicle parking at Orchard Drive and the security light and gave details.
b. There were no matters reported by councilors.
1008. Highways/Environment.
a. Councillors reviewed the issues involving road safety along the A361 Frome Road and concluded that ‘speed’ was the main culprit.
PC Hough stated that he fully supported the work of the Community Speed Watch (CSW) team in encouraging lower traffic speeds in Frome Road and he would undertake further patrols in the area and work with the CSW team.
b. In the absence of Cllr. Noble there was no report in respect of the progress made in requesting Wiltshire Council to introduce waiting restrictions at the laybys in Wynsome Street.
c. The following tasks were identified to be undertaken during Community Day:
Details of each of these matters were given.
Cllr. Carey stated that he would be meeting up with Wiltshire Council, Mark Banks on 24 February to discuss the first two matters and any others that emerge in the meantime.
The Clerk was asked to contact Selwood Housing in respect of the ‘missing’ streetlight.
d. Cllr. Carey requested that the following item be placed on the Agenda for the March Parish Council meeting – ‘Village Gateway Scheme by the Frome Road milestone’.

1009. Wiltshire Council Report.
Wiltshire Council, Cllr. H Prickett gave the following report to the Council:

b. The Council noted the decision of the Strategic Planning Committee in respect of planning application 14/011256/VAR to refuse the application.
c. There were no planning applications received after 9 February 2015.
d. Cllr. Morland stated that Wiltshire Council was holding an open meeting on 23 February 2015 at Chippenham Town Hall to promote stakeholder engagement with the Wiltshire Housing Site Allocations DPD and that all parish councils were being invited to send a representative. Cllr. Carey stated that he would attend this meeting.
Cllr. Morland reported that there had been a recent exhibition to explain the proposed Solar Farm at Poles Hole South. There ensued a discussion on the details of this proposed development and whether or not the Parish Council would be able to secure a financial contribution (akin to the s106/Community Infrastructure Levy) for improvements in the village. Cllr. Carey stated that he would make enquiries of Wiltshire Council. Cllr. Pomeroy commented that he believed that an agreement had already been reached to provide such a financial contribution to the Village Hall for improvements to the Village Hall kitchen.

The Council resolved to make a payment of £111.00 to H Butt in respect of Southwick Village Hall hire.
b. The Council resolved to make the payments shown under ‘Accounts due for payment’ above.
1012. Village Website.
The Chairman stated that he had undertaken research to examine a variety of possible website designs for Southwick and that the one presented by XYZ Web Ltd proved the most attractive. He handed out details of the website and associated costs to each councillor and commented that the ‘start up’ costs were £649 (fully managed) and that the annual cost (fully managed) was £303. Councillors discussed this subject in some detail and following this discussion the Parish Council resolved to accept the Quotation submitted by XYZ Web Ltd for the development and management of a Southwick website - £649 for the first year, fully managed and £303 for the second year, fully managed. Cllr. Carey stated that he would contact XYZ Web Ltd, Mr Geoff Edwards.
The Chairman also tabled details of the costs of the Newsletter – the Southwick Village News – and he commented on the difficulty, at times, of meeting the publication dates when submitting copy. He asked that this subject be placed on the Agenda for the April Parish Council meeting.
1013. Commemorative Artefact.
The Council resolved that a sum of £44 be expended on a Memorial Plaque comprising a scene of poppies on a metal backing within an oak frame and it was agreed that it be placed on the wall of the Village Hall.
1014. Members Reports
The Chairman handed out a summary sheet of the various points recorded during the focus group discussion at the previous Parish Council meeting discussion on ‘Parish Council achievements, ambitions and priorities for 2015’. He added that this summary sheet was to be published in the next edition of the Southwick Village News.

a. The Clerk stated that he had nothing significant to report.

c. It was agreed that the Annual Parish Meeting will be held on Tuesday 28 April 2015 commencing at 7.30pm.
There was no other business and the meeting concluded at 9.00pm.
